E f; F F5 € - �'� Green Sheet # u� ZZ'Z^ RESOLUTION PAUL, NIINNESOTA 36 Presented By Referred To Committeee Date i WHEREAS, the City of Saint Paul and the Greening the Crreat River Pazk Project z of the Saint Paul Foundation have developed a plan for regreening Saint Paul's downtown s Mississippi River Valley; and s WHEREAS, the Greening the Great River Pazk Project is the on]y Minnesota DNR 5 Reinvest in Minnesota (RIM) project ever funded in the Twin Cities' urban azea; and s WHEREAS, Greening the Great River Park Project plantings will enhance the 9 natural functions of the urban Mississippi River valley, the region's greatest natural asset. io Plantings will restore vegetation for over 20 species of songbirds that depend on the river li valley as a migration route and reduce non-point source pollntion from Yraditional turf 12 landscapes; and 13 i4 WHEREAS, thousands ofvolunteers will participate in Greening the Great River is Park Project's restoration plantings, learning about native piants and wildlife habitat needs, ie and investing in the future of the urban core (over 2,700 individuals and 150 organizations 1� have participated in the last two planting seasons); and ls i9 WHEREAS, in 1995, the Minnesota DNR committed $800,000 in RIIVI funds to 2o Greening the Great River Park Project; an initial $30Q000 in previously-matched funds, 2 i followed by an additional $500,000 of matching funds; and z2 23 24 25 26 z� za 29 30 31 32 WHEREAS, Greening the Great River Park Project has raised $300,000 from private soixrces, telling donors that their contributions will likely be matched by state money; and WHEREAS, Greening the Great River Park Project wiil spend the $300,000 in previously-matched funds by the summer of 1997 and will need an additional $400,000 in matching funds to complete the project; and WHEREAS, the 1997 LCMR budget recommendation has underfunded the DNR RIM program, effectively eliminating the $500,000 committed by the DNR; and � �' � � 33 WHEREAS, Greening the Crreat River Park Project did not pursue LCMR funding 34 during the 1997 funding cycie because of the DNR's $500,000 commitment. 35 35 NOW,'I'HEREFORE, BE TT RESOLVED that the Saint Paul City Council supports s� the passage of the state appropriating $40d,000, requiring a match from non-state sources, ss from the general fund to the Commissioner ofNatural Resources for a gant to the Saint 39 Paul Foundation for restoring native vegetation along the Mississippi Rivet through the 4o Greening the Great River Park Project.
