WT�REAS, tke City of Saint Paul and other Minnesota cities face an escalation in gun-related
violence,and
WfIEREAS, violent offenses in Saint Paui involving fireanns have increased dramatically in recent
year; for example the number of homicides in Saint Paul committed with firearms rose 200 percent
since 1991, and the number of robberies with firearms rose 13Q percent since 199Q, and
WHEREAS, gun violence is considered a major public health issue and a significant threat to our
young people, and
WHEREAS, the current Minnesota Statutes limat the City of Saint Paul's ability to impose legal
restrictions on certain weapons, such as handguns, pistols and semi-automatic weapons greater than
that of the State, and
15 WHEREAS, the City of Saint Paul among other municipalities, priar to the passage of the 1985
16 Uniform Handgun Control Law by the Minnesota Legislature, had the autharity to regulate the
17 ownership and possession of firearms and ammunition more strictly than the State, and
18 WHEREAS, local governments ha�e traditionaliy controiled fireanns' possession as we11 as the
19 possession of other controiled substances, such as alcohol and tobacco, and
20 WIIEREAS, the City of Saint Paul once again needs the authority to consider stricter control than
21 provided by the Minnesota Statutes on the possession of firearms and arnrnunition, due to the
22 escalating levels of firearm-related violence in the City, and now therefore be it
23 RESOLVED, that the Saint Paul City Council requests the Minnesota Legisiature amend Minnesota
24 Statutes 471.633 and 624.717 to allow municipalit3es and counties to enact laws or ordinances
25 relating to the carrying, possessing, or transfening of pistols and semi-automatic military-style
26 assault weapons provided that the laws or ord'anances do not impose more lenient penalties than state
27 1aw and that no law or ordinance wouid entirely ban or preclude the ownership or possession of

FURTHER RESOLVED, that the Saint Paul City Council opposes any State legislation which eases
the procedures currently required to obtain a pernut to carry a concealed weapon, and be it
4 FURTITER RESOLVED, that the Saint Paul City Council supports legislation which addresses
5 straw purchase transactions, in which an individual who may legally purchase a firearm is hired to
6 purchase fireanns for an individual who is either prohibited from law from making the purchase or
7 does not want to be traced, and be it
FINALLY RESOLVED, that the Saint Paul City Council directs that the City's 1997 Legislative
Agenda include this request.
