4 WHEREAS, a transportation linkage of downtown Saint Paul (the Capitol and other
s elements of Saint Paul's cultural comdor, including the Civic Center and the Science Museum)
6 to the Minneapolis/Saint Paul Aiiport and Mall of America is one of the major factors in
� fostering economic vibrancy in the Metropolitan East azea; and

ii WI�EREAS, there is a shortage of parking in downtown Saint Paul and at the airport and
