97-178Ai�n �N � � C� � � , ,- " . 3 �5��'� RESOLUTION CITY OF SAINT PAU Presented by Referred To Council File # � �( -� � Green Sheet # "3� `� � � Committee Date � Whereas, the City Council and the Mayor, on behalf of the Ciry of Saint Paul, has committed to the reconshuction and renovation of the Convention Center at the Civic Center; and 3 Whereas, through the hatf percent sales tax proceeds, the Legislature empowered the Ciry of Saint Paul to sell bonds 4 for the reconstruction and rafurbishing of the Civic Center Convenfion Center; and 5 Whereas, the City Council refunded and refinanced the bonds for the Civic Center Convention reconstruction; and 6 Whereas $2 million plus interest from said refinancing was set aside for the "Climate Controlled Connecrion"; and 7 Whereas, the additional financing for the pedestrian connection can be accommodated within the existing bonding 8 authorization from the Legislature without compromising the promises to the Cultural or Neighborhood �oups; 9 Whereas, a variety of options for the Connection have been created and reviewed over the years; and 10 Whereas, the opportunities to connect the Minnesota Club, the Saint Paul Public Library, the Hill Library and US 11 West to the remainder of the skyway connection are numerous in addition to providing oppornuuries far more 12 pazldng options to those who work in the rest of Downtown Saint Pau1; 13 Whereas the Council and members of the public ha�e attempted to address the needs of ali interested parties; and 14 Whereas, the new Convention Center ! Civic Center will open in the Spring of 1998; and 15 Whereas, the marketing of the Convention Center is an ongoing and bookings aze booked in the future; and 6 Whereas, the Convention and Visitors Bureau has identified that a cl'unate controiled pedestrian connecrion wiil 7 generate another $6 million worth of convention and ancillary business to the City of Saint Paui during the winter 8 months of November, December, January and February on an annual basis; and � Whereas, the City Council and the Mayor has determined that it is in the best interest of the City of Saint Paul to � have a climate controlled pedestrian access by the opening of the new Convention Center; and s, e , � a ._._- Now Therefore Be it Resolved, that the City Council endorsesfi�"clnnate controlled pedestrian connection" ittached and directs the Adtviuistration to have the necessary detailed design work prepared and contracts as needed md to work collaboratively with all private property owners affected in said design work; and � � �N'p � p- 3 �s/9+� �'`� � '4'�L 1 Further Be It Resolved that the Administration work with appropriate financial institutions, o prepaze necessary 2 finaucial analysis and &aeu�s budnet resolutions for the Mayor and City Council by the �e�-�8;�94'� 3 March 19. 1947, City Council and Eiousing and Redevelopment Authority meetings wluch would accommodate 4 the usage of the 2 million and interest set aside for the connection and the financin� of the additional4 million dollar 5 expenditure to effect the connection's construction by Spring of 1998 with a combination of both public and private 6 dollars; 7 Further Be It Resolved that the City Couacii d"uects that the continuation on the mare detailed design work on the 8 glan be commenced immediatelv un to $75 000 which would both the closing o£ Washington Street at Kellogg 9 working to address the aesthetics and enhance issues aesthefically acceptable to the Science Museum to be l0 _ constructed and/or a below ground level crossing under Waslungton which would still maintain the integrity of the 21 Kellogg connecfion and more detailed desian work on the plan on the below grade connection traversing Fourth 12 eeY ; 13 And Finally Be It Resolved that it is the intent of the City Council to also mazket ° possibie naming rights 14 for portions of the pedestrian connecrion which would afford private financial opporhaniries.
