WHEREAS, residents ot Selby Avenue between Snelling Avenue and Saratoga Avenue
have submitted a petitio� for permit parking under Legislative Code 168; and
WHEREAS; the Council of the City of Saint Paul finds that the residential area on Selby
Avenue near Snefling Avenue does not have sufficient off-street parking to safely accommodate
the residential parking needs of the residents and the parking needs of non-residents using the
commercial areas. The council further finds the frequent parking ot vehicles in the residential
area by these non-residential users has created residential problems of a safety, environmental
and aesthetic nature.
THEREFORE, to enhance the quality of life in residential areas by reducing noise, traffic
hazards and litter; to reduce air pollution and other environmental factors, and to preserve the
safety of children and other pedestrians; to preserve the character of this district as a residential
district and to protect the residents of these areas from unreasonable burdens in gaining access
to their residences;
NOW, THEREFORE, BE IT RESOLVED, that No Parking 6PM-2AM Monday through
Saturday, EXCEPT BY PERMIT zone be installed on:
South side of Selby Avenue between 300 and 380 feet east of Snelling Avenue
