GENERAL:
l. Describe briefly other recent or current drug and alcohol prevention pro�ams in your
community.
The St.Paul Police are invoived in several anti drug and alcohol prevention programs. We have
been involved with DARE since 1989 and with the Junior High Crime Prevention Course and
O�cer Friendly before that. We operate the School Liaison Officers program which provides
anti-drug and violence education. The Police and Ciry have also sgonsored a summer DARE
softball and athletic prograul through the Police Youth Liaison progratn.
2. Why do you need Replacement D.A.R.E. Officer fundina?
There was no training budget built into the St.Paul Schools contribixtion or the St.Paul Police
DARE budget as all funds available were needed to pay salaries. There was in fact a deficit of
approximately $80,000 that had to be made up form outside funding sources such forfeitures and
surcharges.
In order to train two additional DARE officers in time for the 1997 school yeaz the departrnent
will have to send the officers out of state as there ue no slots available in either BCA DOT
classes until af[er the school year. The cost of travel training has been calculated at
approximately $4,500.
3. What steps have you taken to continue the DARE program in your community?
The St.Paul police department has been a vocal advocate for the DARE prog�am. We have
supported the program in the media and also by including it in the legislative package we
presented for consideration. In addition we have participated in numerous events designed to
increase the visibility and awazeness about the program. 'Ihese events include a table at Kidfest,
Rondo days, Peace Jam, providing cars and officers for the Midway Parade, and MN State Fair.
We have been lobbying the Schooi district to increase funding for the program and have also
apgeared before the schooi board and city council as advocates for the program.

transfers took place in September, it left the DARE program two officers short of our minunum
staffiug which is six.
8. You must attach a proposed budget that shows in detail how the grants will be spent.
In order to send two officers to LA for 14 days of basic, DARE training it will cost the St.Paul
Police appro�mately $4,500. The expenses aze as follows:

Meals 1,240.20

Total 4,463.68

The city of St.Paul and tha St.Paul School district have negotiated an agreement to spiit the
salary cost of the 1996-97 DARE program. There aze negotiations going on currently to set up a
supplemental ievy for both organizations to create a larger funding stream that wi11 support
DARE and SLO. The police department has also discussed increasing the legisiative levy
authority for cities of the first class to create a lazger funding streaxn. We have also appiied for
grants from the Children Family and Learning and plan to continue applying as other Request for
Proposal are announced.
11. When do you run your 17-week program? When do you need the funds to become available?
