IN CONNECTION WITH
THE CREATION OF THE BLOCK 39\ARENA REDEVELOPMENT
TAX INCREMENT FINANCING DISTRICT
BE IT RESOLVED, by the Council of the City of Saint Paul, Minnesota (the "Council") as follows:
Section 1. Recitals.
1.01. On September 24, 1997, the Council adopted its Resolution C.F. No. 97-1191 which approved
the creation of the Block 39�Arena Redevelopment Tas Inarement Financing District (the "District") and the
Tax Increment Financing Plan (the "TIF Plan") relating thereto, a11 pursuant to and in accordance with
Minnesota Statutes, Sections 469.174-469.179, inclusive.
16 1.02. In Resolution C.F. No. 97-1191, the City made certain findings with regard to the classification
17 of the District as a redevelopment district as defined in Minnesota Statutes, Section 469.174, subdivision 10.

2A1. The Council hereby clarifies and supplements the findings made in Resolution C.F. No. 97-
1191, and supplements the supporting facts for such findings made in AttachmentA to Resolution C.F. No.
97-1191, as set forth in this Section 2.
2.02. The District contains 21 parcels of land totaling approximately 634,394 square feet of which
100% is occupied by buildings, streets, utilities or other improvements. More than 50% of the buildings aze
structurally substandard to a degree requuing substantial renovation or clearance. These conditions are
reasonably distributed throughout the District. The supporting facts with regard to each building that has
been deternuned to be structurally substandard within the meaning of Minnesota Statutes, Secfion 469.174,
subdivision 10, have been reviewed by the Council and aze on file in the offices of the Housing and
Redevelopment Authority of the City of Saint Paul, and such supporting facts show that 12 of the 14
buildings in the District (including the Civic Center Arena) contain defects in structural elements or a
combination of deficiencies in essenrial utilities and facilities, light and ventilation, fire protection, including
adequate egress, layout and condition of interior partitions, or similar factors, which defects or deficiencies
are of sufficient total significance to justify substantial renovation or clearance ��tr��k�����,;��

substandazd are based on interior inspections of the buildings by independent professionals and by various

2.02. The District con ' s 21 parcels of land totaling approximately 634,394 square feet of which
100% is occupied by buildin , streets, utilifies or other improvements. More than 50% of the buildings are
structurally substandard to degree requiring substanrial renovation or clearance. These conditions aze
reasonably distributed thr ughout the District. The supporting facts with regard to each buiiding that has
been determined to be cturally substandard within the meaning of Minnesota Statutes, Section 469.174,
subdivision 10, have een reviewed by the Council and are on file in the offices of the Housing and
Redevelopment Au ority of the City of Saint Paul, and such supporting facts show that 12 of the 14
buildings in the strict (including the Civic Center Arena) contain defects in structural elements or a
combination of eficiencies in essential utilities and facilities, light and ventilation, fire protection, including
adequate egr s, layout and condition of interior partifions, or similaz factors, which defects or deficiencies
are of suffi ent total significance to justify substantial renovation or cleazance.
The supporting facts allowing designation of more than 50% of the buildings as structurally
are based on interior inspections of the buildings by independent professionals and by various
mbers, including independent appraisals of 11 buildings on Block 39 and the Zahn Report, dated
