A Resolution Requesting A Forty Acre Zoning Study For Certain Portions Planning District 6
2 WHEREAS, the Saint Paul City Charter, the Saint Paul Legislafive and Administrative Codes and various
3 Minnesota State Statutes including Secfions 462 and 471.62 assigns certain duties and responsibilafies to the Saint
4 Paul Planning Commission including conducting forty acre zoning studies to amend the City of Saint Paul
5 Comprehensive Plan; and
6 WHEREAS, a number of proposals have been considered for an undeveloped area known as the "Trillium" site
7 located in Pianning District 6, including heavy industrial uses that couid conflict with neazby residential uses, that
8 would require a change in zoning, zoning vaziances or a special condition use permit; and
9 WHEREAS, th3s parcel has a number of problems that make it difficult to develop including but not limited to,
10 access problems, soil contaminafion related to previous use(s), a high water table, unstable soil conditions, adjacent
11 wetlands, lack of facilities inciuding water, storm sewer and sanitary sewer services; and
12 WI-IEREAS, proposals have been submitted to restare this area to a natural corridor and connecting it to the adjacent
13 Minnesota Department of Natural Resource's Munger Trail; and
14 Wf�REA5, the adjacent community has requested assistance from the City Councii and Planning Commission to
15 develop a long range plan for this azea and other neazby by properties; now, therefare, be it
16 RESOLVED, that the Councii of the City of Saint Paul requests a 40 acre zotting study to include pazcels in the
17 azea bounded by Interstate 35E on the east, Acker Street on the south, Jackson Street on the west and Maryland on
18 the north, as well as other adjacent or neazby commercial, industrial and resadential uses.

environmentally sensitive, This resolution requests that the Planning Commission prepare a forty acre study to
assist in determining the most appropriate uses.
ADVANTAGESIFAPPROVED:
The Planning District and Planning Commission will determine the appropriate zoning and land uses for this azea
and recommend changes to the Comprehensive Plan if necessary as authorized under the Charter, state statutes
and/or the Legislative and Administrarive Codes.

DISADVANTAGES IF NOT APPROVED:
Land uses that may not be appropriate for an environmentally sensitive azea or for the surrounding community may
