97-1551Council File # R e � �SS ORIGlNAL Presented By Green Sheet # v i� OS RESOLUTION OF SAINT PAUL, MINNESOTA o? °� Re£erred To Committee: Date WHEREAS, the RiverCentre is currently undertaking a major renovation and expansion project to provide for increased convention activity in the future; and WI�REAS, the RiverCentre Arena will be reconstructed for use by the local NIII, franchise and other major events; and WIIEREAS, the creation of a continuous climate-controlled connection to the downtown skyway system would substantially increase the amactiveness of the RiverCentre as a potential convention location, thereby increasing convention business and enhancing the economic vitality of the downtown business district; and 10 11 WHEREAS, the Saint Paul City Council created a capital project to provide for design and construction of a 12 climate-controlled connection between the Saint Paul RiverCentre and hotels and downtown businesses; and 13 14 WHEREAS, in 1996, Ramsey County government officials expressed an interest in having such a pedestrian connection; and WHEREAS, the Saint Paul Port Authority has expressed interest in funding the skyway link through the Landmark Tower block and across Fourth Street to the edge of the U.S. West property; and WHEREAS, a physical feasibility study has been completed that analyzed two climate-controlled connecfion alternafives (a "Fourth StreeY' alternative and a"Kellogg Boulevard" alternative) and developed construction cost estimates for each; and `�. WHEREAS, on December 5, 1997, at the request of the City Council and Mayor, the Saint Paul on the Mississippi Design Center held a design charrette to take a final look at alternative physical designs for a climate-controlled connection; and WIIEREAS, as a result of the design charrette, a modification to the "Fourth Street" alternative has been suggested that e�tends the tunnel eastward from Fourth and Market Streets to the middle of the block of Fourth Street between Saint Peter and Market Streets, and connected directly to the proposed Fourth Street skyway; and WI3EREAS, the Housing and Redevelopment Authority Board has received and discussed both the physical feasibility study and results of the design charrette; and WIIEREAS, City Council resolution 93-1270, authorized execution and delivery of a joint pledge agreement on the Civic Center bonds that in E�ibit A, Item 16, allows for "Miscellaneous capital public improvements necessary for operation of this multi-purpose entertainment, sport, convention, e�ibition and pubIic meeting complex"; now BE IT RESOLVED, that the Saint Paul City Council approves the "Fourth Street" alternative 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 q'7-15s� with the tunnel extension to mid-block along Fourth Street between Saint Peter and Market Streets; and be it FURTHER RESOLVED, that the Saint Paul City Council approves expendihue of up to $850,000 for detailed design from the Civic Center Sales T� Bond Proceeds, contingent upon development and adoption of an approximately $10,000,000 capital financing plan; and be it FINALLY RESOLVED, tbat the Office of Financial Services, the Department of Planning and Economic Development, the Port Authority, the Civic Center Authority, the Visitors and Convention Bureau and the Capital City Partnership collaborate with other public and private beneficiaries for commitments of appro�mately $10,000,000 for the modified "Fourth StreeP' altemafive.
