97-1522CouncilFile# -�S�7� i - � , r ^ � Presented bp Referred To Green Sheet # �0 7 0 � RESOLUTION CITY OF SAINT PAUL, MINNESOTA _; Committee Date 1 2 3 Resolution for the Minnesota Pubiic Utilities Commission regarding the Discontinuation of Funding for the Neighbarhood Energy Consortium's (NEC) Insulation Rebate Program 4 WI-�REAS, Mimiesota Department of Public Service has approved the request of Northern States Power 5 Comgany (NSP), Gas Utility, that it be allowed to discontinue funding the Saint Paul Neighborhood Energy 6 Consortium's Insulation Rebate Program; and 1 7 VJI3EREAS, this decision of the Minnesota Department of Public Service has been appealed to the 8 Minnesota Public Utilities Commission (MPUC), under docket number G002/CIP-96-44Q.04; and 9 WHEREAS, the Saint Paul Neighborhood Energy Consortium (NEC) is a nonprofit coalition of 21 10 community organizafions with representation from a11 of Saint Paul's diverse neighborhoods working on 11 conservation and environxnental issues; and 12 WHEREAS, the Saint Paul NEC has been working on energy conservation issues in Saint Paul for more than 13 a decade, assisting over 22,000 households to improve the energy efficiency of their homes and 3,500 to insulate . 14 their homes; and 15 WHEREAS, energy efficient improvements make homes more comfortable by increasing warxnth and 16 reducing draftiness, more affordable by reducing heating and cooling costs and less likely to need repairs far 17 weather-related damage such as ice dams and water leakage; and 18 WHEREAS, older homes are most in need of energy efficient improvements such as insulation and 19 weatherization and the average house in Saint Paul was built prior to 1950; and 20 WHEREAS, energy efficient improvements, such as insulation, inciease the value of a home and aze 21 positive, long term investments having a minimuxn life span of 20 yeazs; and 22 WHEREAS, improving the comfort and affordability of Saint Paul's housing stock will encourage people 23 to remain in their homes and not move to surrounding coznmunities; and 24 VJfIEREAS, the city of Saint Paul is committed to affordable housing options for residents and to preserving 25 the aging housing stock as part of larger community and economic development iiufiatives to encourage residents 26 to remain in the city; and 1 9� -15�.�.
