MINUTES OF PROPERTY CODE ENFORCBMENT MEETING �� -INq° December 2, 1997 Room 330, City Hall Gerry Strathman, Legislative Hearing Officer Staff: Carrolyn $hepherd Gerry Strathman, Legislative Hearing Officer, called the meeting to order at 1:30 p.m. 383 Cnrtice Street East Carrolyn Shepherd, Public Health, reported that a vacant building file was open in July and that no Certificate of Occupancy can be issued. The Code Compliance Inspection of August 13`^ is quite extensive. Major life-safety issues include the lack of smoke detectors, illegal fusing, no GFCI outlets, guazdrails, eta Ms. Shepherd also stated that no permits have been pulled. Arnold Lamers, owner, stated that he purchased this properiy September 24�' from HUD. Mr. Lamers indicated that he has built-up the areas around the foundation and installed gutters to lead water away from the structure. He has installed a dead-bolt lock and repaired the water heater. Mr. Lamers advised he has no other place to live and cannot afford to make the necessary repairs to bring the structure up to Compliance Code. Gerry Strathman, Legislative Hearing Officer, advised Mr. Lamers that Saint Paul City Code requires No Occupancy in a Vacant Buiiding for the protection of the occupants, as well as liability of the City. Mr. Strathman denied the appeal and advised Mr. Lamers that he has an opportunity to explain his situation to the City Council on Wednesday, December 10�' at 4:30 p.m., if he so chooses.
