MINUTES OF PROPERTY CODE ENFORCEMENT MEETING
November 4, 1997

Gerry Strathman, Legislative Hearing Officer, called the meeting to order at 1:30 p.m.
1141 Universit�Avenue (Kimble Chiropractic Office)
Zachary Kimble, owner, stated that he sees no way to divert rainleaders into the sanitary
system from this building. This is one of the smallest lots on University Avenue. Dr. Kimble
presented photographs, advising that the building as approximately 20' wide by 50' deep.
(1) The south side abuts ttie city sidewalk. (2) The west side abuts a vacant lot with the grade at
street level. Seepage from that lot runs towazd Dr. Kimbles' building. (3) The east side is next
to a building with a distance of 30" between foundations and a grade approximately 1'/z feet
higher. Water flows onto Dr. Kimbles' property from the back. (4) With respect to the north
side, Dr. Kimble stated that an inspector suggested piacing a gusset in the roof ar tapping into the
roof drain and running a pipe out. Dr. Kimble advised that this area is used for employee and
patient pazking. The dirt line runs up to five feet on the back of the building. If a gusset or pipe
is placed there, 1,000 squaze feet of water will be transferred to 100,000 squaze feet of space.
Karl Johnson, Public Works, advised that the storm sewer is on the south side of
University and Dr. Kimbles' property is on the north side. Mr. Johnson stated that he believes
storm water from other commercial buildings on the north side of University goes to the ground.
Mr. Johnson presented photographs and advised fhat Public Works believes running to the north
side of the building is a viable option. They suggest lowering the grade, understanding that there
will be some water and ice.
With respect to the suggestion of lowering the grade on the north side, Dr. Kimble stated
that the retaining wall on the west side would have to be dealt with. Also, a retaining wa11 will
be needed on the east side. Estimated cost is $3,000-$4,000.
In spite of the fact the owner is difficult to contact and deal with, Dr. Kimble indicated he
will attempt to ask for permission to pipe water onto the vacant property on the west side. He
will investigate options with respect to the back azea as well.
