INTENT TO PROVIDE THE FOUNDATION SEED MONEY
Date
1 WHEREA5, in Aecember 1995, the Council of the City of 5aint Paul directed the formation
2 of the Historic Preservation Policy Advisory Committee to prepare, report and make
3 recommendations to the City Council on a variety of matters including guidelines regarding history,
4 heritage and historic preservation in Saint Paul. In December 1996, the Historic Preservation
5 Housing Policy Advisoxy Committee submitted its report to the City Council. Included among the
6 many recommendations of the Committee was the call for the establishment of a"not-for-profit,
7 citywide preservation organization to promote historic preservation and engage in preservation-
S related activities that are beyond the City's capacit}�'; and
9 WF3EREAS, on May 21, 1997, in Council File No 97-588, the Council of the City of Saint
10 Paul adopted the report and the recommendations of the Historic Preservation Housing Policy
11 Advisory Committee; and
12 WHEREAS, on November 10, 1997, and in furtherance of the actions of the Council of the
13 City of Saint Paul with respect to CouncIl File No. 97-588, a"nonprofiY' corporation to be known
14 as the Histaric Saint Paul Foundation was duly incorporated under the applicable laws of the state
15 of Minnesota to further the preservation of Saint Paui's historic areas, places, buildings and
16 structures, for the stated purposes of (i) preservation of the physical and cultural record of the City's
17 history; (ii) promotion of economic development in the City; (iii) building of a sense of community
18 in the City; (iv) e�iliancement of the City's infrastructure; (v) increase in the City's property taac base
14 and tevenues; (vi) education of citizens about the value of historic preservation; and (vii) employment
20 ofunemployed and economically disadvantaged residents; and
21 WHEREAS, the Foundation will not duplicate the work of the Saint Paul Heritage
22 Preservarion Corrunission but will instead advance the social welfare of the citizens of Saint Paul by
23 preserving, protecting and perpetuating sites designated or eligible for designation as Heritage
24 Preservation Sites, as defined in Saint Paul Legislative Code Chapter 73 by (i) aiding, advising and
25 assisting in preserving designated or eligible for designation Saint Paul Heritage Preservation Sites;
26 (ii) receiving funds, capital, gifts and other assistance, financial or otherwise, to or for use within duly
27 designated Saint Paul Heritage Preservation Sites; (iii) aiding and supporting through loans,
28 guarantees, investments, and other forms or assistance, financial or otherwise, persons or
29 orgaivzauons seeking to preserve designated or eligible Saint Paul Heritage Preservation Sites; and
30 (iv) assisring in the preservation of present and potential historical azeas, places, buildings, and
31 structures throughout Saint Paul; NOW, TI�REFORE,
32 BE IT RESOLVED, that the Council of the City of Saint Paul recognizes the recent
33 incorporation oftheHistoric SnintPaul Faundaiion and the important contributions the Foundation
34 will provide the cause of historic preservation in the City; AND, BE IT

1 FINALLY RESOLVED, that the Council of the City of Saint Paul, for the purpose of
2 fulfilling the recommendations of the Historic Preservation Policy Advisory Committee , intends to
3 provide the Foundation two year interim operating support by providing a recoverable advance of
4$200,000 from the Ciry's 1998 general fund. The Council intends to adopt a budget which
5 includes a special fund of $100,000 for the I-I'istoric Saint Paul Foundation. The remaining $100,000
6 is intended to be provided through a special fund in the 1999 budget. An annual bud�et and �he
Foundation's contract with the City must be approved by the City Council.
