WI-IEREAS, Right Step Academy, an Independent Public Charter School offering a structured, disciplined, and supportive leaming environment for at-risk youth, has requested a$22,000 loan and $2,200 grant from the STAR Revolving Loan Fund to fund renovations for its future facility at 1019-1025 Selby Avenue. WHEREAS, the relocation of Right Step Academy to the renovated facility at 1019-1025 Selby Avenue will result in substantial public benefits, including the provision of adequate classroom and mentoring space, placement of the school in the Summit-University neighborhood that is home to appro�mately 40 percent of Right Step students, and the availability of a library, computer lab, and other resources for student and community use during non-school hours. WHEREAS, the Summit University Planning Council has issued a letter of support for the Right Step relocation and facility renovation project. WHEREAS, on October 9, 1997, the PED Credit Committee approved the proposed $24,2001oan/grant package for consideration by the Saint Paul City Council.
