General Statement of Duties

Performs skilled supervisory and administrative work in managing the Saint
Police Department Impound Lot operations; and performs related duties as
required.
Supervision Received:
Works under the general supervision of the Services Section Commander.
Supervision Exercised:
Within the unit, exercises close and general supervision over impound lot
employees.
TYPICAL DUTIES PERFORMF�D
The listed examples may not include all the duties performed by all positions
in this class.
Assigns, directs, and conducts performance evaluation of unit staff;
makes e£fective recommendations on hiring, transfer, suspension,
promotion, reward, discharge, discipline, and adjustment of grievances.
Supervises the receipt, storage, release, auction, and salvage of
impounded vehicles; reviews all released invoices to ensure proper
procedures are followed.
Coordinates auction activities including auction preparation, processing
of required paperwork, advertising, auctioneering, payment of bills and
collection of funds, and ensures legal and procedural requirements are
met to justify auction requirements.
Ensures adequate staffing of a 7-day, 24-hour operation and staffing
during emergencies; prepares and coordinates work schedule, approves and
monitors vacation, sick, overtime, and requests for scheduling changes,
and other personnel transactions.
Initiates, plans, and implements changes in unit operations, policies,
and procedures; makes decisions on immediate oparational issues and
recommendations on long-term issues.
Receives, negotiates, and resolves complaints from customers about
service or impound lot activities.
Monitors and coordinates public property tows between contract tow
companies and the department.

Handles outside communications with City and County Attorney's office,
other City departments, and outside agencies, such as State Motor Vehicle
Registration, vendors, and tow truck companies.
Provides information, documentation, or testimony to City Attorney's
Office on criminal and civil proceedings involving a vehicle in custody.
Prepares and administers unit budget; prepares finaneial analysis and
presents budget and annual reports.
Prepares requisitions of materials, supplies, and equipment; evaluates
bids and approves payment of invoices.
Maintains various records and fzles to ensure accurate reporting and
disposition of vehicles and money as a xesult of the impounding, storage,
and release of vehicles coming into custody.
Maintains office and lot equipment.
Maintains lot security.
May operate a tow truck, fork lift, and plow truck and perform physical
activity associated with auction preparation and maintaining lot security.
Works on-call 24 hours a day due to emergencies, scheduling or staffing

Handles outside communications with City and County Attorney's office,
other City departments, and outside agencies, such as State Motor Vehicle
Registration, vendors, and tow truck companies.
Provides information, documentation, or testimony to City Attorney's
Office on criminal and civil proceedings involving a vehicle in custody.
Prepares and administers unit budget; prepares finaneial analysis and
presents budget and annual reports.
Prepares requisitions of materials, supplies, and equipment; evaluates
bids and approves payment of invoices.
Maintains various records and fzles to ensure accurate reporting and
disposition of vehicles and money as a xesult of the impounding, storage,
and release of vehicles coming into custody.
Maintains office and lot equipment.
Maintains lot security.
May operate a tow truck, fork lift, and plow truck and perform physical
activity associated with auction preparation and maintaining lot security.
Works on-call 24 hours a day due to emergencies, scheduling or staffing
problems, and equipment failure.
KNOWLEDGE, SKZLLS AND ABILITIES
Considerable knowledge of unit operations including impounding, storage,
release, auction and salvage of vehicles.

rules and regulations.

MINIMUM QUALIFICATIONS
A high school diploma or GED certi£icate and five years of experience
working in or managing a tow/impound lot, small business, or related
operation which must include two years of supervisory experience.
Must possess a valid Minnesota Class D driver's license, or equivalent
out-of-state license, with no suspensions or revocations within the
two-year period prior to the date of appointment (suspensions for
parking-related offenses excluded).
