2 in Saint Paul, is an environmentai and recreafional resource of local and regional significance, and
3 4VHEREAS, the Saint Pau1 City Council by its August 15, 1991 Resolution 41-522
4 adopted the LilydaleiHartiet Isiand Regional Pazk Master Plan to guide the pazk's redevelopment,
5 and
6 WF�REAS, the Metropolitan Council, by its Apri18, 1993 Resolution 9217-2 adopted
7 the Lilydale/Harriet Island Regional Park Master Plan and has since approved Regional Parks and
8 Open Space Program g�ants for park redevelopment work, and
9 WHEREAS, Minnesota Laws of 1997, Chapter 216, Section 5, Subdivision 9 includes an
10 appropriation from the State of Minnesota, to fiuther the redevelopment of Harriet Island Park, as
11 set forth below:
12 $2,700,000 the first yeaz is for a grant to the city of St. Paul far expenditures
13 necessary to carry out the Harriet Island redevelopment in accordance with the
14 Lilydale/Harriet Island master plan. The appropriation is available to the
15 extent it is matched by an equal amount from nonstate sources by June 30, 1998.
16 Before the appropriation or local match is spent or obligated, the city of St. Paul
17 must seek public comments on the Harriet Island redevelopment.
18 NOW THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul that the
19 City of Saint Paui agrees to comply with the requirement for non-state matching funds for said
2 0 grant, and

21 FURTHER RESOLVED, that the City of Saint Paul agrees to comply with the
22 requirement for public comment, through public meetings and presentations including the
23 September 25 and 26, 1997 Harriet Island Design Charrette, and

FURTHER RESOLVED, tUat the Mayor and proper City officials are hereby authorized
to execute such ageements with the State of Minnesota Department of Natural Resources as are
necessary to accept said grant, and
2 7 FINALLY RESOLVED, that upon complerion and receipt of said grant agreement and
2 8 the required matching funds, the City Council shall receive a Capital Improvement Budget
2 9 resolution containing the recommendation of the Mayor and the advice of the Long Rauge Capital
3 0 Improvement Budget Committee for approval and adoption.

The State of Minnesota has appropriated a$2.7 M matching grant to the City ot Saint Paul, to continue the redevelopment
of Harriet Island Park. This resolution meets the requirement of the DNR and will enable the City to enter into a grant
agreement to secure this funding while the matching $2.7 M is being raised. This resolution will be followed by a budget
resolution when all funding is in place.
