11 WHEREAS, notice of the public hearing before the City Council was duly published in the official newspaper of the city
12 and notices were mailed to each owner of affected properiy and property situated wholiy of partly within 350 feet of the
13 subject property; and

15 WI�REAS, a public hearing before the City Council was held on October 22, 1997 at which all interested parties were
16 heard, the Council having considered all the facts and recommendations concerning the plat;
