1 WHEREA3, the Legislative Commission on Minnesota Resources (LCMR) prepares and
2 presents a biennial recommendarion to the Minnesota State Legislature for special natural
3 resource projects and issues a request for proposals in solicitation of prospective projects, and
4 WHEREAS, the City of Saint Paul, Division of Parks and Recreation applied for and was
5 awazded a$200,000.00 two-year grant by the LCMR for the following project, and

Saint Paul - Minnea�olis Regional Park Urban Inter�re 've Progr� - a
cooperauve program to increase utilizafion of Saint Paul and Minneapolis regional
parks for environmental education acrivities to be provided in cooperafion with the
Minneapolis Park Boazd and the Como Conservatory Horticultural Society.
10 WI3EREAS, upon project approval the City of Saint Paul must enter into formal grant
11 contract with the State of Minnesota Department of Narival Resources for the specific purpose of
12 providing the referenced program, and
13 WHEREAS, the project will also require the development and execurion of formal
14 agreements with the Minneapolis Park and Recrearion Board and the Como Conservatory
15 Horticultural Society for the cooperative ttnplementation of ttus grant-funded program, and
16 WHEREAS, the Mayor, pursuant w section 1QA7.02 of the City Charter does certify
17 that there are available for appropriation revenues in excess of ffiose estimated in the 1947
18 budget, and
19 WHEREAS, Council file 277520, adopted October 1, 1981 did establish certain Special
