1 WHEREAS, Public Health has requested the Ciry Council to hold public hearings to consider

9 information obtained by Public Health on or before August 25, 1997, the following are the now
10 lrnown interested or responsible parties for the Subject Property: Robert A. Anderson, 593 Eustis
11 Street, St. Paul, MN 55104-4921; L,awrence J. Krenik, 1714 Van Buren Avenue, St. Paul, MN

14 WHEREAS, Public Health has served in accordance with ffie provisions of Chapter 45 of the
15 Saint Paul Legislative Code an order identified as an"Order to Abate Nuisance Building(s)" dated
16 August 15, 1997; and

18 WHEREAS, this arder informed the then known interested or responsible parties that the
19 structure located on the Subyect Properiy is a nuisance building(s) pursuantto Chapter 45; and

21 WHEREAS, this order informed the interested or responsibie parties that they must repair or
22 demolish the structure located on the Subject Property by September 15, 1997; and
23
24 WHEREAS, the enforcement officer has posted a placazd on the Subject Properry declaring
25 this building(s) to constitute a nuisance condition; subject to demolition; and
26
27 WI-TEREAS, this nuisance condition has not been corrected and Public Health requested that
28 the City Clerk schedule public hearings before the L.egislative Hearing Officer of the City Council
29 and the Saint Paul City Council; and

31 WHEREAS, the interested and responsible parties have been served notice in accordance
32 with the provisions of Chapter 45 of the Saint Paul L,egislative Code, of the time, date, place and
33 purpose of the public hearings; and

35 WHEREAS, a hearing was held before the I.egislative Hearing Officer of the Saint Paul Ciry
36 Council on Tuesday, November 4, 1997 to hear testimony and evidence, and after receiving
37 testimony and evidence, made the recommendation to approve the request to order the interested or
38 responsible parties to make the Subject Property safe and not detrimental to the public peace, healffi,
39 safety and welfare and remove its blighting influence on the community by rehabilitating this
40 structure in accordance with all applicable codes and ordinances, or in the alternative by
41 demolishing and removing the structure in accordance with all appficable codes and ordinances.
42 The rehabilitation or demolition of the structure to be completed within Sj-c-k�s after the

WHEREAS, a hearing was held before the Saint Paul City Councii on Wednesday,
November 12, 1997 and the testimony and evidence including the action taken by the Legislative
Hearing Officer was considered by the Council; now therefore
BE IT RESOLVED, that based upon the testimony and evidence presented at the above
referenced public hearings, the Saint Paul City Council hereby adopts the following Findings and
Order concerning the Subject Property at 741 Edmund Avenue:
L That the Subject Proper[y comprises a nuisance condition as defined in Saint Pau1
Legislative Code, Chapter 45.
2. That the costs of demolition and removal of this building(s) is estimated to exceed
three thousand dollars ($3,000.00).
3. That there now exists and has existed multiple Housing or Building code violations at
the Subject Property.
4. That an Order to Abate Nuisance Building(s) was sent to the then laiown responsible
parties to conect the deficiencies or to demolish and remove the building(s).
5. That the deficiencies causing this nuisance condition have not been corrected.
6. That Public Health has posted a placard on the Subject Property which declares it to
be a nuisance condition subject to demolition.
7. That this building has been routinely monitored by the Vacant/Nuisance Buildings
Code Enforcement Program.
8. That the known interested parties and owners are as previously stated in this
resolution and that the notification requirements of Chapter 45 have been fulfilled.

The Saint Paul Ciry Council hereby makes the following order:
1. The above referenced interested or responsible parties shall make the S�bject Property safe
and not detrimental to the public peace, health, safety and welfare and remove its blighting
influence on the community by rehabilitating this structure and correcting all deficiencies as
prescribed in the above referenced Order to Abate Nuisance Building(s) in accordance with
all applicable codes and ordinances, or ln the alternative by demolishing and removing the
structure in accordance with all applicable codes and ordinances. The rehabilitation ar

2. If the above corrective action is not completed within this period of time the Public Health,
2 Code Enforcement Program is hereby authorized to take whatever steps are necessary to
3 demolish and remove this structure, fiil the site and charge the costs incurred against the
4 Subject Property pursuantto the provisions of Chapter 45 of the Saint Paul L,egislative Code.

3. In the event the building is to be demolished and removed by the City of Saint Paul, all
personal property or fuctures of any kind which interfere with the demolition and removal
shall be removed from the property by the responsible parties by the end of this time period.
If all personal property is not removed, it shall be considered to be abandoned and the City
of Saint Paul shall remove and d'aspose of such property as provided by law.
It is further ordered, that a copy of this resolution be mailed to the owners and interested
parties in accordance with Chapter 45 of the Saint Paul Legislative Code.

Inasmuch as this Order to Abate has not been complied with the nuisance condition remains
unabated, the community continues to suffer the blighting influence of this property. It is
the recommendation of Public Health that the Gity Council pass a resolution ordering the
responsible parties to either repair, or demolish and remove this building in a timely
manner, and failing that, authorize Public Health to proceed to demolition and removal, and
to assess the costs incurred against the real estate as a special assessment to be collected in
the same manner as taxes.

Chuck Votel, Pnblic HealtU, reported that this property is owned by the City and County
Employee Credit Union. No decision has been made as to how they will proceed with this
building. Real Estate taxes aze uapaid in the amount of $2,980. Code Enforcement Inspectors
estiruate the cost to repair is $50,000 - cost to demolish is $5,800. Public Health submitted
orders that the property owner repair or remove this siructure within fifteen (15} days, otherwise
Public Health is authorized to demolish and assess the cost to the property t�es.

96 Robie Street West
Chuck Votel, Public Health, reported that this properry is owned by Mid Ameriea Bank.
Mr. Votel advised that the bank is undecided as to how they wi11 proceed with this bnilding.
Real Estate tatces are unpaid in the amount of $1,382. Code Enforcement Inspectors estimate the
cost to repair is $60,000 - cost to demolish is $10,000. Mr. Votel stated that Public Health has
received many complaints from Riverview Crime Prevention and neighborhood associations
with respect to tlus property. Pubiic Health submitted orders that the property owner repair or
remove this structure within fifteen (15) days, otherwise Public Health is authorized to demolish
and assess the cost to the property taxes.

the outside work in the spring. Chuck Votel, Public Health, stated that the Real Estate taYes are
paid.

Departrnent stated that this properiy is scheduled for auction December 11'� and that there are a

1331 Bush Avenue
Reneta Weiss, Public Health advised this structure has been vacant since March, 1997. HUD is
the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"d. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�`. The ciry has
had to board the building. The Vacant Buiiding Registration Fee is past due. Real Estate taxes
are paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (I S) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate tases aze paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he appiied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. Vang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.

rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and
posting a$2,000 performance bond by Noon, December 10�',

Reneta Weiss, Public Health, reported tUis structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HUD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from 7ames
Lorenz indicating that his bid was accepted on October 23� to purchase the property to repair and
occupy as a personal residence. He is working on fmancing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pernrits.
Mr. Strathman recommends laying this matter over to January 20, 1948.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since 7uly, 1997. The
current owner is Tom Delis]e, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20"' a Code Compliance Inspection was done. On November 10 a$2,000 performance
bond was posted. Estimated cost to repair is $45,�00 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeared, stating that the property was purchased November
6i". In addition to posting the bond, building pertnits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.
Gerry Strathman, Legislative Hearing Officer, recommends allowing the owner six months to
rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current property owner is Mary Bess Ferris who cannot
be located. The City has had Yo boazd the building. The Vacant Building Registration
Fee is past due. Rea1 Estate ta�ces are unpaid. No Code Compiiance has been applied for or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeazed. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She alsa indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasibie, they plan to foreclose on this properiy. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legisiative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

9 Acker Street West
Reneta Weiss, Public Health, reported that flus structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taxes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB), appeared, stating that the bank intends
to begin rehabilitation as soon as the property comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Until January 26�', SFB is only permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemption
period to expire, at which time they will post a bond and begin rehabilitation.

1998.

WHEREAS, a hearing was held before the Saint Paul City Councii on Wednesday,
November 12, 1997 and the testimony and evidence including the action taken by the Legislative
Hearing Officer was considered by the Council; now therefore
BE IT RESOLVED, that based upon the testimony and evidence presented at the above
referenced public hearings, the Saint Paul City Council hereby adopts the following Findings and
Order concerning the Subject Property at 741 Edmund Avenue:
L That the Subject Proper[y comprises a nuisance condition as defined in Saint Pau1
Legislative Code, Chapter 45.
2. That the costs of demolition and removal of this building(s) is estimated to exceed
three thousand dollars ($3,000.00).
3. That there now exists and has existed multiple Housing or Building code violations at
the Subject Property.
4. That an Order to Abate Nuisance Building(s) was sent to the then laiown responsible
parties to conect the deficiencies or to demolish and remove the building(s).
5. That the deficiencies causing this nuisance condition have not been corrected.
6. That Public Health has posted a placard on the Subject Property which declares it to
be a nuisance condition subject to demolition.
7. That this building has been routinely monitored by the Vacant/Nuisance Buildings
Code Enforcement Program.
8. That the known interested parties and owners are as previously stated in this
resolution and that the notification requirements of Chapter 45 have been fulfilled.

The Saint Paul Ciry Council hereby makes the following order:
1. The above referenced interested or responsible parties shall make the S�bject Property safe
and not detrimental to the public peace, health, safety and welfare and remove its blighting
influence on the community by rehabilitating this structure and correcting all deficiencies as
prescribed in the above referenced Order to Abate Nuisance Building(s) in accordance with
all applicable codes and ordinances, or ln the alternative by demolishing and removing the
structure in accordance with all applicable codes and ordinances. The rehabilitation ar

3. In the event the building is to be demolished and removed by the City of Saint Paul, all
personal property or fuctures of any kind which interfere with the demolition and removal
shall be removed from the property by the responsible parties by the end of this time period.
If all personal property is not removed, it shall be considered to be abandoned and the City
of Saint Paul shall remove and d'aspose of such property as provided by law.
It is further ordered, that a copy of this resolution be mailed to the owners and interested
parties in accordance with Chapter 45 of the Saint Paul Legislative Code.

Employee Credit Union. No decision has been made as to how they will proceed with this
building. Real Estate taxes aze uapaid in the amount of $2,980. Code Enforcement Inspectors
estiruate the cost to repair is $50,000 - cost to demolish is $5,800. Public Health submitted
orders that the property owner repair or remove this siructure within fifteen (15} days, otherwise
Public Health is authorized to demolish and assess the cost to the property t�es.

Chuck Votel, Public Health, reported that this properry is owned by Mid Ameriea Bank.
Mr. Votel advised that the bank is undecided as to how they wi11 proceed with this bnilding.
Real Estate tatces are unpaid in the amount of $1,382. Code Enforcement Inspectors estimate the
cost to repair is $60,000 - cost to demolish is $10,000. Mr. Votel stated that Public Health has
received many complaints from Riverview Crime Prevention and neighborhood associations
with respect to tlus property. Pubiic Health submitted orders that the property owner repair or
remove this structure within fifteen (15) days, otherwise Public Health is authorized to demolish
and assess the cost to the property taxes.

Reneta Weiss, Public Health advised this structure has been vacant since March, 1997. HUD is
the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"d. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�`. The ciry has
had to board the building. The Vacant Buiiding Registration Fee is past due. Real Estate taxes
are paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (I S) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate tases aze paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he appiied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. Vang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.

rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and
posting a$2,000 performance bond by Noon, December 10�',

Reneta Weiss, Public Health, reported tUis structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HUD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from 7ames
Lorenz indicating that his bid was accepted on October 23� to purchase the property to repair and
occupy as a personal residence. He is working on fmancing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pernrits.
Mr. Strathman recommends laying this matter over to January 20, 1948.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since 7uly, 1997. The
current owner is Tom Delis]e, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20"' a Code Compliance Inspection was done. On November 10 a$2,000 performance
bond was posted. Estimated cost to repair is $45,�00 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeared, stating that the property was purchased November
6i". In addition to posting the bond, building pertnits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.

rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current property owner is Mary Bess Ferris who cannot
be located. The City has had Yo boazd the building. The Vacant Building Registration
Fee is past due. Rea1 Estate ta�ces are unpaid. No Code Compiiance has been applied for or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeazed. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She alsa indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasibie, they plan to foreclose on this properiy. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legisiative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

9 Acker Street West
Reneta Weiss, Public Health, reported that flus structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taxes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB), appeared, stating that the bank intends
to begin rehabilitation as soon as the property comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Until January 26�', SFB is only permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemption
period to expire, at which time they will post a bond and begin rehabilitation.

2. That the costs of demolition and removal of this building(s) is estimated to exceed
three thousand dollars ($3,000.00).
3. That there now exists and has existed multiple Housing or Building code violations at
the Subject Property.
4. That an Order to Abate Nuisance Building(s) was sent to the then laiown responsible
parties to conect the deficiencies or to demolish and remove the building(s).
5. That the deficiencies causing this nuisance condition have not been corrected.
6. That Public Health has posted a placard on the Subject Property which declares it to

all applicable codes and ordinances, or ln the alternative by demolishing and removing the

of Saint Paul shall remove and d'aspose of such property as provided by law.

the recommendation of Public Health that the Gity Council pass a resolution ordering the
responsible parties to either repair, or demolish and remove this building in a timely
manner, and failing that, authorize Public Health to proceed to demolition and removal, and
to assess the costs incurred against the real estate as a special assessment to be collected in
the same manner as taxes.

Employee Credit Union. No decision has been made as to how they will proceed with this
building. Real Estate taxes aze uapaid in the amount of $2,980. Code Enforcement Inspectors
estiruate the cost to repair is $50,000 - cost to demolish is $5,800. Public Health submitted
orders that the property owner repair or remove this siructure within fifteen (15} days, otherwise
Public Health is authorized to demolish and assess the cost to the property t�es.

Chuck Votel, Public Health, reported that this properry is owned by Mid Ameriea Bank.
Mr. Votel advised that the bank is undecided as to how they wi11 proceed with this bnilding.
Real Estate tatces are unpaid in the amount of $1,382. Code Enforcement Inspectors estimate the
cost to repair is $60,000 - cost to demolish is $10,000. Mr. Votel stated that Public Health has
received many complaints from Riverview Crime Prevention and neighborhood associations
with respect to tlus property. Pubiic Health submitted orders that the property owner repair or
remove this structure within fifteen (15) days, otherwise Public Health is authorized to demolish
and assess the cost to the property taxes.

1331 Bush Avenue
Reneta Weiss, Public Health advised this structure has been vacant since March, 1997. HUD is
the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"d. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�`. The ciry has
had to board the building. The Vacant Buiiding Registration Fee is past due. Real Estate taxes
are paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (I S) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate tases aze paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he appiied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. Vang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.

rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and

Reneta Weiss, Public Health, reported tUis structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HUD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from 7ames
Lorenz indicating that his bid was accepted on October 23� to purchase the property to repair and
occupy as a personal residence. He is working on fmancing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pernrits.
Mr. Strathman recommends laying this matter over to January 20, 1948.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since 7uly, 1997. The
current owner is Tom Delis]e, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20"' a Code Compliance Inspection was done. On November 10 a$2,000 performance
bond was posted. Estimated cost to repair is $45,�00 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeared, stating that the property was purchased November
6i". In addition to posting the bond, building pertnits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.

rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current property owner is Mary Bess Ferris who cannot
be located. The City has had Yo boazd the building. The Vacant Building Registration
Fee is past due. Rea1 Estate ta�ces are unpaid. No Code Compiiance has been applied for or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeazed. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She alsa indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasibie, they plan to foreclose on this properiy. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legisiative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

9 Acker Street West
Reneta Weiss, Public Health, reported that flus structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taxes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB), appeared, stating that the bank intends
to begin rehabilitation as soon as the property comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Until January 26�', SFB is only permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemption
period to expire, at which time they will post a bond and begin rehabilitation.
