That the Subject Property comprises a nuisance condition as defined in Saint Paul I.egislative Code, Chapter 45. 2. That the costs of demolition and removal of this building(s) is estimated to �xceed three thousand dollars ($3,0OO.OQ). 3. That there now exists and has existed multiple Housing or Building code violations at the Subject Properry. 4. That an Order to Abate Nuisance Building(s) was sent to the then known responsible parties to correct the deficiencies or to demolish and remove the buiiding(s). 5. That the deficiencies causing this nuisance condition have not been corrected. 6. That Public Health has posted a placard on the Subject Properry which declares it to be a nuisance condition subject to demolition. 7. That this building has been routinely monitored by the Vacant/Nuisance Buildings Code Enforcement Program. 8. That the known interested parties and owners are as previously stated in this resolution and that the notification requirements of Chapter 45 have been fulfilled. ORDER The Saint Paul City Council hereby makes the following order: 1. The above referenced interested or responsible parties shall make the Subject Property safe and not detrimentai to the public peace, health, safety and welfare and remove its blighting influence on the communiry by rehabilitating this structure and conecting all deficiencies as prescribed in the above refe�enced Order to Abate Nuisance Building(s) in accordance with all applicable codes and ordinances, or in ffie alternative by demolishing and removing the structure in accordance with all applicable codes and ordinances. MINTJTES OF LEGISLATIVE HEARING November 4,1997 Room 330, City Hall Gerry Strathtnan, Legislative Hearing Officer STAFF PRESENT: Chuck Votel and Guy Willits Gerry Strathman, Legislarive Hearing Officer, cailed the meating to order at 10:00 a.m. 404 Erie Street Chuck V otel, Public Heaith, reported that this properry is owned by the City and County Employee Credit Union. No decision has been made as to how they will proceed with this building. Real Estate tases are unpaid in the atnount of $2,98Q. Code Enforcement Inspectors estimate the cost to repair is $50,000 - cost to demolish is $5,800. Public Health submitted orders that the property owner repair or remove this struchue within fifteen (15) days, otherwise Public Health is authorized to demolish and assess the cost to the property tases. Gerry Strathman, Legisfative Hearing officer recommended approval. 96 Robie Street West Chuck Votei, PubIic Health, reported that tfris property is owned by Mid America Bank. Mr. Votel advised that the bank is undecided as to how they will proceed with this building. Real Estate taxes aze unpaid in the amount of $1,382. Code Enforcemeni InspecYors estimate the cost to repair is $50,000 - cost to demolish is $1Q,000. Mr. Votel stated that Public Health has received many complaints from Riverview Crime Prevention and neighborhood associations with respect to this property. Public Health submitted orders that the property owner repair or remove this structure within fifteen (15) days, othenvise Public Health is authorized to demolish and assess the cost to the property taxes. Closing is scheduled for November 19"'. The new owner, Yee Lee, advised that she and her hnsband intend to rehabilitate the inside of the building during the winter months and complete the outside work in the spring. No decision has been made as to how they will proceed with this building. Real Estate tases are unpaid in the atnount of $2,98Q. Code Enforcement Inspectors estimate the cost to repair is $50,000 - cost to demolish is $5,800. Public Health submitted orders that the property owner repair or remove this struchue within fifteen (15) days, otherwise Public Health is authorized to demolish and assess the cost to the property tases.
