Letter from Metropolitan Council Enviromental Services informing government agencies of
new SAC charge from $950.00 to �1,000.00 for 1998. The full SAC is paid by the builder or
property owner. Therefore, passing the increased charge to them would not be a change
in the City's policy.

IFAPPHOVEO:
The increase in SAC Unit Charges for the new year is not a new procedure and should be
expected by the builder or property owner. However, if the City of Saint Paul paid the
increase it would cost the City $39,000.00 if the same number of SAC Charges are made as
in 1997.
Increase of �50.00 to property owner or builder from rate in previous year.

TO: ALL CITY MANAGERS
SUBJECT: 1998 SAC RATE
The Metropolitan Council - Environmental Services has established the 1998 SAC rates. Effective
January 1, 1998, the SAC rate will be $1,000 for communities with interceptors, and $950 for the
communities of Cottage Grove, Hastings and Stiliwater who do not have metropolitan interceptor
service. The 1998 rates reflect an increase of $50 and $65, respectively.
SAC is coliected by your community as users connect to the Metropolitan Disposal System for the
first time or as a user's potential or peak sewage increases. The SAC funds coliected pay for the
reserve capacity portion of the debt service incurred to expand and improve sewer facilities. These
facilities provide the sewer collection and treatment service stipulated for your community in the
Metropolitan Council's comprehensive sewer plan.
Reminder: All SAC fees collected by the community in 1998 are to be remitted to the Council at the
1998 rate regardless of when the permitting process began. The rate to be charged is the rate in
effect at the time of payment.
