WHEREAS, certain low income azeas of Saint Paul have been designated as Enterprise Zone areas for the
purpose of targeted Economic and Workforce Development assistance, and
WI3EREAS, a key to increasing wealth in the Enterprise Zone is stable business and employment expansion,
and
WHEREAS, frequently, residents of the Enterprise Zone have difficulty finding and retaining employxnent,
and
WIIEREAS, businesses operating in the Enterprise Zone frequently express concerns over a high
employment turnover among employees, and
WHEREAS, the Minnesota Legislature through the Minnesota Department of Economic Security has
granted the City of Saint Paul funds in the amount of $305,000 to operate a program called the "Enterprise
Zonelncentive GrantProgram", and
WHEREAS, the Enterprise Zone Incentive Grant Program will enable employers and residents of Saint
Paul's Entetprise Zone to create stable employment matches by providing incentives and employxnent
retention services under the conditions specified above, and
WHEREAS, the Mayor, pursuant to Section 1007.01 of the City Charter, does certify that there are auailable
for appropriation revenues in excess of those estimated in the 1997 budget, and
WHEREAS, the Mayor recommends the following changes to the 1997 budget:

funds Co assist approximately 50 residents of the Zone to keep stable employment with employers in the Zone
who pay at least $8.51 per houx. Incentives will be paid to employers who keep these employees on payroll
