i Wlxereas, the Saint Paul Police Department has expanded the use of the departmenY s web site to include the posting
2 of those arrested for prosfitution and the admiiustration has supported this use;and
3 Whereas, the City Council has not developed a policy on how the internet should be used; and
4 Whereas, the city has already been served with a lawsuit on this matter; and
5 Whereas, there is the potential for human error in posting this information which could expose the City to liability;
6 Now therefore be it resolved, that the City Council shall schedule a policy discussion on the future use of the
7 intemet and the web sites and requests Council Research to work with the Administrarion to develop policies far
8 Council consideration; and
9 Be it further resolved, that the policy discussion include police aduiinistration, correcfion professionals, attorneys
10 and other interested parties including neighbarhoods afFected by pros6tution, so the council may weigh the impact
11 and possible consequences of the current use of the website, whether it will serve as a deterrent for crime, and what
12 value it may hold; and
13 Be it further resolved, that pending Council action on a policy direcfion for the use of the city website, the Council
14 requests the Administration suspend using the website for the posting of those arrested or convicted.
