WHEREAS, the United State Department of Commerce, Economic Development Administration,
has approved a financiai assistance award in an amount not to exceed $657,000 to the City of Saint Paul
and the Port Authority of the City of Saint Paui on August 13, 1997, Project No. 06-01-02854; and
WHEREAS, said financial assistance award was for the Williams Hill lndustrial Park site; and
WHEREAS, the Economic Devefopment Administrafion office of the U.S. Department of
Commerce requires the designation of a lead agency; and
WHEREAS, the City Council on November 13, 1996, by Ordinance 96-1341, authorized the Port
Authority to issue tax increment bonds to finance the redevelopment of the Wiiliams Hill lndustrial Park
site; and
WHEREAS, the City desires to designate the Poft Authority of the Gity of Saint Paul as the iead
agent for the Economic Deveiopment Administration grant for the Wiliiams Hill project above referenced.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL that
the proper City offices are hereby authorized and directed to enter into an agreement with the Port
Authority of the City of Saint Pauf designating the Port Authority of the City of Saint Paul as the lead agent
for the E.D.A, project for Wiliiams Hiil.
AND, BE IT FURTHER RESOLVED that as said lead agent, the Port Authority of the City of Saint
Paui is designated to act with fuff legai authority to bind the Port Authority, and the City and to act as the
officiai representative of the grantee in co��ection with ail actions necessary to complete the project.

The U.S. Department of Commerce, Economic Development Administration has awarded an
