97-1319Council File # Q��( 3 �q Green Sheet # � �D � RESOLUTION CITI( OF SAINT PAUL, MINNESOTA Presented by Referred To 2 �S Committee Date November 6, 1997 Day of Concern About Young People and Gun Violence 3 WFIEREAS, Juvenile gun violence in the United States has reached epidemic proportions and the increased 4 availability of, and access to guns by juveniles have had devastating consequences in communifies throughout the 5 nations; and 6 WF�REAS, in Saint Paul firearms are the instrument of death in 59% of homicides and between 1994 and 1996 7 the nuznber of juveniles arrested for weapons offenses increased by 45%; and 8 WHEREAS, Saint Paul's youth can help chart a course for a new, non-violent direction by taking responsibiliry for 9 their own decisions and actions and by positively influencing the decisions and actions of their peers; and 10 WHEREAS, for the second year a nation-wide effort urges students to pledge never to bring guns to school, and 11 urges all of us to recognize the responsibiliy we beaz to ensure a childhood free of fear and violence; and 12 VJHEREAS, in order to support this observance a web site with the pledge, suggested activities, and resources is 13 found at: http:f/www.pledge.orgl. 14 Therefore let it be resolved, the Saint Paul City Council hereby declares November 6,1997 as Day of Concern 15 About Young People and Gun Violence and encourages all Saint Paul youth to sign a pledge promising to: never 16 take a gun to school, never use a gun to resolve a dispute, and use their influence to keep friends from using 17 guns to settle disputes.
