WI�REAS, Chapter 231, Article 16, § 24, Law of Minnesota 1997, entitled "City of
Saint Paul; Rain Leader Disconnecrion and Sewer Connecfion Program" authorizes the City of
Saint Paul to undertake a progrun to disconnect rain leaders, conneet buildings to storm sewers,
or conect defective sanitary sewer connecrions located on private properiy at the written request
of the properiy owner, and to charge the costs thereof to the landowner and collect the same in
the same manner as municipal taxes over a period not to exceed twenty years; and
WHEREAS, Chapter 213, Article 16, § 24, Subdivision 7, Laws of Minnesota 1997
required the City of Saint Paul to approve the said program in compliance with Minn. Stat. §
645.021, Subd3; NOW, THEREFORE, BE IT
RESOLVED, by the Council of the City of Saint Paul, pursuant to Chapter 213, Article
16, § 24, Subdivision 7, Laws of Minnesota 1997, that Chapter 231, Article 16, § 24, Law of
Minnesota 1997, entifled "City of Saint Paul; Rain Leader Disconnection and Sewer Connection
Program" is in all things approved and adopted herein by reference; AND, BE IT

NITIATING PROBLEM, ISSUE, OPPORTUNITY (WHO, NMAT, WHEN, WHERE, WH1�:
The cost of repairing defective sanitary sewer connections in some parts of the City can reach $5,000 to $10,000.
In addition, some commercial rainleader disconnection can cost many tens of thousands of dollazs. Currenfly, the
properiy owner must make arrangements to pay their contractar the entire sum when this kind of work is finished.
Saint Paul asked for and received penmission from the State I.egislature to create a progam where these costs can
be assessed. The proposed program is compazable to the Water Utility's lead service repair program.
The authorizing bill requires Saint Paul to pass a resolution approving the program.
A properiy owners faced with a huge cost to repair their sewer will have an opfion of financing the cost through
this City program over a twenty year period. Thi� financin�roeram wiil be voluntarv. If there are numerous
repair needs in a neighborhood, the City can contract out the repairs, obtaining a lower cost than if each repair �
done individually.
Public Works will have to set aside seed money to get the program started.
