97-1314Council File # � �� Ordinance # Green Sheet # 50321 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 )g ?9 10 �1 2 3 4 5 RESOLUTION OF INT P��, MfNNESOTA Presented By Refexred To Committee: Date . � WHEREAS, As part of its approval of fl�e City's 1997 Operating Budget, T'he Saint Paul City Council did place $50,000 of the 1997 Budget for the Design Secrion of the Office of LIEP into a Ciry Council Contingency pendin$ the completion of a study by the adminisiration of whether the function should be retained or modiSed, and WHEREAS, the ad�ninistration contracted with the Management Analysis Division (MAD) of Miunesota Depaztment of Administration to perform a complete analysis of the Uesign Section, including customer and stakeholder surveys, comparison with other cites, and analysis of services and costs vis a vis the private sector, and WfiEREAS, the Department of Administration has completed and distributed a thorough and complete study which recomwends that the fiwciion be retained by the City, that all of the staff be transferred &om the Office of LIEP to the Deparhment of Technology and Management and Services (TMS) in 1998, and that new management be assigned by the Deparhnent of TMS to address the recommendations contained in the study, and, WHEREAS, the Mayor, pursuant to Section 10.07.4 of the city charter, recommends the following transfer to the 1997 budget consisient with the recommendations of the aforementioned study: -� .• • : �• TRANSFER FROM: Department ofExecutive Administration Division - License, Inspections, and Environmental Protection GL 320 33312 0548 Contingency: Council Action Req.lvlisc.
