Requirements, Regulations and Information

The City of Saint Paul has adopted minimum property maintenance standards for exterior property and yard
azeas. Failure to maintain these areas in a clean and sanitary condiaon, free of public health nuisances will
result in a citation and a mandatory court appearance. Yuur cooPerahon �n mawta�vg t1�e aPP�"�� of your
propeity is gmatly aggreciated! Unsanitary conditions, eyesores and nuisances adversely affect the well being
of the neighborhood and it deteriorates the appearance of the City. The following items ue summarized from
City law.
� All exterior property areas must be maintained free of any accumulation of garbage, rubbish, junk and
refuse.
� All exterior property azeas must be maintained free of any accumuladon of animal droppings and of any
foul, offensive or obnoxious odors generated from the keeping of animals.
� It is unlawful to accumulate or store: junk, metal, wood, fabricated goods, building materials,
containers or other items in a manner that creates a nuisance or rodent harbonge. Generally, the
zoning ]aws prohibit exterior storage of business related materials in residential areas.
� Every occupied building shall be supplied with approved rubbish containers which are of sufficient
quantity and capacity to propezly store all garhage and rubbish. Garbage and rubbish mnst be collected
weekly by a licensed refuse hauler. In rental buIldings it is the responsibility of the owner to provide
the containers and the responsibility of the tenant to use them properly. Storage of refuse in plastic bags
is not allowed. Outside storage of recyclable mater3als is not allowed.
� Firewood cannot be stored closer than ten (10) fe�t to a residence, cannot exceed five (5) feet in height
and shall not be allowed to become a nuisance or rodent harborage. Firewood should not be stored in
contact with the soil.

Grass and weeds must be kept cut shorter than eight (8) inches.
Bushes, trees and shrubs cannot obstruct the public sidewalk.
� Overgrown, uncontrolled vegetation, shrubs, trees, vines that aze conducive to the accumulation of
refuse, debris or vermin is not allowed.
� House numbers which are at least three (3) inches in height and which ue reflectozized or illuminated
are required to be clearly visible front and rear, from the street or alley.
� All garages, sheds and other buildings are required to be kept secure from unauthorized entry.

LindbeckAuto (Tom Lindbeck) hired Vasko Rubbish Remaval to dispose
of tlre bags of wa,cte at 1571 Marylarrd Ave. St. Paul. T'he job was to be
completed on 7I17/97. Uport arrivirrg at 1571 Marylarid Ave. we found that
the trash had been taken away already. It was then ihat we notified you that
the waste was removed by the City orSG Paul. At ihis time T/asko didn't
remove the waste.

STAFF PRESENT: Chuck Votel, Guy Willits, Roxanna Flink, Cathy Ries and Dick Lippert
Gerry Strathman, Legislative Hearing Officer, called the meeting to order at 10:00 a.m.
719 Case Avenue
Guy Willits, Public Health, presented a video showing overflowing gazbage containers and more
bags on the ground.
Calvin Burton, owner, appeazed and stated that they had switched trash companies and it was a
few days before everything was picked up.
Gerry Strathman stated that he felt the assessment of $207.00 was excessive for the amount of
� cleanup required. Mr. Willits and Chuck Votel concurred that this was not cleared by the regular
crew and that there were problems.
Mr. Strathman recommended that the assessment be deleted.
2. 613 Minneh�ha Avenue East
Na one appeazed. Gerry Strathman reco�unended approval.
3. 694 Sims Avenue
No one appeazed. Gerry Strathman recommended approval.
4. 662 Burr 3treet
Neil Schwartz, owner, appeared and stated that the sewer repair was complete, Dick Lippert,
Public Health, confirmed that this was the case. Mt. Schwartz added that this project proved to
be more extensive, and therefore more time consuming, due to the fact that there had been trolley
lines running through the area.
Mr. Straflunan recommended that the matter be closed.

� 5. 1451 Sherburne Avenue (Laid over from September 2°�)
James Geske, attomey for Countrywide Home I,oans, Inc. appeared, stating that Counhywide
has been the owner for nine days and is waiting for instructions from Fannie Mae with respect to
this property. Mr. Geske added tt�at, if necessary, it would be more economically feasible for
them to demolish the property themselves. They aze asking for a short e�ctension of time to make
that determination.
Several neighbors spoke indicating that this properiy has been an eyesore for years, also noting
that there is no plumbing on site and that drug and gun use is taking place there. Beth Randali
from a local non-profit housing gtoup in the community stated that something needs to happen
soon and supports aggressive action regarding this matter.
Mr. Suathman recommended to approve the order to repair or remove within 15 days.
5. 613 Minnehaha Avenue Fast (Laid over from September 16�')
Tim Nelson, a friend of Clarence Leaf, 3r., the owner, stated that most of the repairs have been
made and that Sunset Realtor, Ken Lazson, had sold for the property for $29,085 just before it
was condemned.
`� Mr. Neison acknowledged the fact that he has a copy of an inspection report dated July 16�'
which indicates there are some needed repairs which would require permits.
Gerry 5trathman recommended that the City Council give the owner six months to rehabilitate
the building, sub}ect to the conditions that a$2,000 bond be posted and that all necessary pernuts
aze obiained by ttoon, October 22"a
6. 800 Como Avenue
Burton Murdock, owner, appeared, and advised he has owned this properry since 1959 and
stated that he intends to rehabilitate this building by converting it back into a single family
dwelling before seliing it.
Gerry Strathman recommended that if Mr. Murdock pays the vacant building fee, posts a
$2,400 bond and obtains a code compliance inspecfion by noon, October 22� , he be given 180
days to rehabilitate the buiiding,

� 8. 203 Forbes Avenue
Clodetta Pratt, the new owner, appeared, advising that she intends to occupy one apartment
upstairs with her family and use the other as a lazge office area. She indicated that the downstairs
is, and would continue to be, used for dry storage - with no heat, very little lighting and no
plumbing. Ms. Pratt also stated that the rear portion of the building would be used for storage
purposes only. -
Ms. Pratt stated that she had spoken with Phil Owens and understood that the fire department
inspection of 7uly 18�' was stili valid. Gerry Strathman advised that if that is the case, she will
noi have to have another inspection done.
Mr. Strathman recommended that if Ms. Pratt pays the vacant building fee of $200, posts a
$2,000 bond, and obtains necessary pernuts by noott, October 22n°, she be given six months to
rehabilitate the buiiding.
9. 1561 Jackson Street
Gerry Strathman advised that he has had a number of telephone conversations with Mr. Hoff, the
owner, during which it was indicated that he intends to rehabilitate the building. Betsy Kay
Hudecek appeared, stating that the properry was purchased in May, 1995.
� Chuck Votel, Public Health, noted that the code compliance of May 16�' states that the building
is a gutted shell about as large as a two-caz gazage with no windows. Mr. Votel informed Ms.
Hudecek that new building code standards with atchitectural drawings and specifications would
be necessary.
If the $2,000 bond is posted by noon, October 22nd , Mr. Strathman recommended giving the
owner 180 days to complete the rehabilif2tion.
10. 78 Magnolia Avenue West
No one appeazed. Gerry Strathman recommended that the order be approved.

The City of Saint Paul has adopted minimum property maintenance standards for exterior property and yard
azeas. Failure to maintain these areas in a clean and sanitary condiaon, free of public health nuisances will
result in a citation and a mandatory court appearance. Yuur cooPerahon �n mawta�vg t1�e aPP�"�� of your
propeity is gmatly aggreciated! Unsanitary conditions, eyesores and nuisances adversely affect the well being
of the neighborhood and it deteriorates the appearance of the City. The following items ue summarized from
City law.
� All exterior property areas must be maintained free of any accumulation of garbage, rubbish, junk and
refuse.
� All exterior property azeas must be maintained free of any accumuladon of animal droppings and of any
foul, offensive or obnoxious odors generated from the keeping of animals.
� It is unlawful to accumulate or store: junk, metal, wood, fabricated goods, building materials,
containers or other items in a manner that creates a nuisance or rodent harbonge. Generally, the
zoning ]aws prohibit exterior storage of business related materials in residential areas.
� Every occupied building shall be supplied with approved rubbish containers which are of sufficient
quantity and capacity to propezly store all garhage and rubbish. Garbage and rubbish mnst be collected
weekly by a licensed refuse hauler. In rental buIldings it is the responsibility of the owner to provide
the containers and the responsibility of the tenant to use them properly. Storage of refuse in plastic bags
is not allowed. Outside storage of recyclable mater3als is not allowed.
� Firewood cannot be stored closer than ten (10) fe�t to a residence, cannot exceed five (5) feet in height
and shall not be allowed to become a nuisance or rodent harborage. Firewood should not be stored in
contact with the soil.

Grass and weeds must be kept cut shorter than eight (8) inches.
Bushes, trees and shrubs cannot obstruct the public sidewalk.
� Overgrown, uncontrolled vegetation, shrubs, trees, vines that aze conducive to the accumulation of
refuse, debris or vermin is not allowed.
� House numbers which are at least three (3) inches in height and which ue reflectozized or illuminated
are required to be clearly visible front and rear, from the street or alley.
� All garages, sheds and other buildings are required to be kept secure from unauthorized entry.

the trash had been taken away already. It was then ihat we notified you that

Gerry Strathman, Legislative Hearing Officer, called the meeting to order at 10:00 a.m.
719 Case Avenue
Guy Willits, Public Health, presented a video showing overflowing gazbage containers and more
bags on the ground.
Calvin Burton, owner, appeazed and stated that they had switched trash companies and it was a
few days before everything was picked up.
Gerry Strathman stated that he felt the assessment of $207.00 was excessive for the amount of
� cleanup required. Mr. Willits and Chuck Votel concurred that this was not cleared by the regular
crew and that there were problems.
Mr. Strathman recommended that the assessment be deleted.
2. 613 Minneh�ha Avenue East
Na one appeazed. Gerry Strathman reco�unended approval.
3. 694 Sims Avenue
No one appeazed. Gerry Strathman recommended approval.
4. 662 Burr 3treet
Neil Schwartz, owner, appeared and stated that the sewer repair was complete, Dick Lippert,
Public Health, confirmed that this was the case. Mt. Schwartz added that this project proved to
be more extensive, and therefore more time consuming, due to the fact that there had been trolley
lines running through the area.
Mr. Straflunan recommended that the matter be closed.

� 5. 1451 Sherburne Avenue (Laid over from September 2°�)
James Geske, attomey for Countrywide Home I,oans, Inc. appeared, stating that Counhywide
has been the owner for nine days and is waiting for instructions from Fannie Mae with respect to
this property. Mr. Geske added tt�at, if necessary, it would be more economically feasible for
them to demolish the property themselves. They aze asking for a short e�ctension of time to make
that determination.
Several neighbors spoke indicating that this properiy has been an eyesore for years, also noting
that there is no plumbing on site and that drug and gun use is taking place there. Beth Randali
from a local non-profit housing gtoup in the community stated that something needs to happen
soon and supports aggressive action regarding this matter.
Mr. Suathman recommended to approve the order to repair or remove within 15 days.
5. 613 Minnehaha Avenue Fast (Laid over from September 16�')
Tim Nelson, a friend of Clarence Leaf, 3r., the owner, stated that most of the repairs have been
made and that Sunset Realtor, Ken Lazson, had sold for the property for $29,085 just before it
was condemned.
`� Mr. Neison acknowledged the fact that he has a copy of an inspection report dated July 16�'
which indicates there are some needed repairs which would require permits.
Gerry 5trathman recommended that the City Council give the owner six months to rehabilitate
the building, sub}ect to the conditions that a$2,000 bond be posted and that all necessary pernuts
aze obiained by ttoon, October 22"a
6. 800 Como Avenue
Burton Murdock, owner, appeared, and advised he has owned this properry since 1959 and
stated that he intends to rehabilitate this building by converting it back into a single family
dwelling before seliing it.
Gerry Strathman recommended that if Mr. Murdock pays the vacant building fee, posts a
$2,400 bond and obtains a code compliance inspecfion by noon, October 22� , he be given 180
days to rehabilitate the buiiding,

� 8. 203 Forbes Avenue
Clodetta Pratt, the new owner, appeared, advising that she intends to occupy one apartment
upstairs with her family and use the other as a lazge office area. She indicated that the downstairs
is, and would continue to be, used for dry storage - with no heat, very little lighting and no
plumbing. Ms. Pratt also stated that the rear portion of the building would be used for storage
purposes only. -
Ms. Pratt stated that she had spoken with Phil Owens and understood that the fire department
inspection of 7uly 18�' was stili valid. Gerry Strathman advised that if that is the case, she will
noi have to have another inspection done.
Mr. Strathman recommended that if Ms. Pratt pays the vacant building fee of $200, posts a
$2,000 bond, and obtains necessary pernuts by noott, October 22n°, she be given six months to
rehabilitate the buiiding.
9. 1561 Jackson Street
Gerry Strathman advised that he has had a number of telephone conversations with Mr. Hoff, the
owner, during which it was indicated that he intends to rehabilitate the building. Betsy Kay
Hudecek appeared, stating that the properry was purchased in May, 1995.
� Chuck Votel, Public Health, noted that the code compliance of May 16�' states that the building
is a gutted shell about as large as a two-caz gazage with no windows. Mr. Votel informed Ms.
Hudecek that new building code standards with atchitectural drawings and specifications would
be necessary.
If the $2,000 bond is posted by noon, October 22nd , Mr. Strathman recommended giving the
owner 180 days to complete the rehabilif2tion.
10. 78 Magnolia Avenue West
No one appeazed. Gerry Strathman recommended that the order be approved.

Requirements, Regulations and Information

The City of Saint Paul has adopted minimum property maintenance standards for exterior property and yard
azeas. Failure to maintain these areas in a clean and sanitary condiaon, free of public health nuisances will
result in a citation and a mandatory court appearance. Yuur cooPerahon �n mawta�vg t1�e aPP�"�� of your
propeity is gmatly aggreciated! Unsanitary conditions, eyesores and nuisances adversely affect the well being
of the neighborhood and it deteriorates the appearance of the City. The following items ue summarized from
City law.
� All exterior property areas must be maintained free of any accumulation of garbage, rubbish, junk and
refuse.
� All exterior property azeas must be maintained free of any accumuladon of animal droppings and of any
foul, offensive or obnoxious odors generated from the keeping of animals.
� It is unlawful to accumulate or store: junk, metal, wood, fabricated goods, building materials,
containers or other items in a manner that creates a nuisance or rodent harbonge. Generally, the
zoning ]aws prohibit exterior storage of business related materials in residential areas.
� Every occupied building shall be supplied with approved rubbish containers which are of sufficient
quantity and capacity to propezly store all garhage and rubbish. Garbage and rubbish mnst be collected
weekly by a licensed refuse hauler. In rental buIldings it is the responsibility of the owner to provide
the containers and the responsibility of the tenant to use them properly. Storage of refuse in plastic bags
is not allowed. Outside storage of recyclable mater3als is not allowed.
� Firewood cannot be stored closer than ten (10) fe�t to a residence, cannot exceed five (5) feet in height
and shall not be allowed to become a nuisance or rodent harborage. Firewood should not be stored in
contact with the soil.

Grass and weeds must be kept cut shorter than eight (8) inches.
Bushes, trees and shrubs cannot obstruct the public sidewalk.
� Overgrown, uncontrolled vegetation, shrubs, trees, vines that aze conducive to the accumulation of
refuse, debris or vermin is not allowed.
� House numbers which are at least three (3) inches in height and which ue reflectozized or illuminated
are required to be clearly visible front and rear, from the street or alley.
� All garages, sheds and other buildings are required to be kept secure from unauthorized entry.

of tlre bags of wa,cte at 1571 Marylarrd Ave. St. Paul. T'he job was to be
completed on 7I17/97. Uport arrivirrg at 1571 Marylarid Ave. we found that
the trash had been taken away already. It was then ihat we notified you that
the waste was removed by the City orSG Paul. At ihis time T/asko didn't
remove the waste.

Gerry Strathman, Legislative Hearing Officer, called the meeting to order at 10:00 a.m.
719 Case Avenue
Guy Willits, Public Health, presented a video showing overflowing gazbage containers and more
bags on the ground.
Calvin Burton, owner, appeazed and stated that they had switched trash companies and it was a
few days before everything was picked up.
Gerry Strathman stated that he felt the assessment of $207.00 was excessive for the amount of
� cleanup required. Mr. Willits and Chuck Votel concurred that this was not cleared by the regular
crew and that there were problems.
Mr. Strathman recommended that the assessment be deleted.
2. 613 Minneh�ha Avenue East
Na one appeazed. Gerry Strathman reco�unended approval.
3. 694 Sims Avenue
No one appeazed. Gerry Strathman recommended approval.
4. 662 Burr 3treet
Neil Schwartz, owner, appeared and stated that the sewer repair was complete, Dick Lippert,
Public Health, confirmed that this was the case. Mt. Schwartz added that this project proved to
be more extensive, and therefore more time consuming, due to the fact that there had been trolley
lines running through the area.
Mr. Straflunan recommended that the matter be closed.

� 5. 1451 Sherburne Avenue (Laid over from September 2°�)
James Geske, attomey for Countrywide Home I,oans, Inc. appeared, stating that Counhywide
has been the owner for nine days and is waiting for instructions from Fannie Mae with respect to
this property. Mr. Geske added tt�at, if necessary, it would be more economically feasible for
them to demolish the property themselves. They aze asking for a short e�ctension of time to make
that determination.
Several neighbors spoke indicating that this properiy has been an eyesore for years, also noting
that there is no plumbing on site and that drug and gun use is taking place there. Beth Randali
from a local non-profit housing gtoup in the community stated that something needs to happen
soon and supports aggressive action regarding this matter.
Mr. Suathman recommended to approve the order to repair or remove within 15 days.
5. 613 Minnehaha Avenue Fast (Laid over from September 16�')
Tim Nelson, a friend of Clarence Leaf, 3r., the owner, stated that most of the repairs have been
made and that Sunset Realtor, Ken Lazson, had sold for the property for $29,085 just before it
was condemned.
`� Mr. Neison acknowledged the fact that he has a copy of an inspection report dated July 16�'
which indicates there are some needed repairs which would require permits.
Gerry 5trathman recommended that the City Council give the owner six months to rehabilitate
the building, sub}ect to the conditions that a$2,000 bond be posted and that all necessary pernuts
aze obiained by ttoon, October 22"a
6. 800 Como Avenue
Burton Murdock, owner, appeared, and advised he has owned this properry since 1959 and
stated that he intends to rehabilitate this building by converting it back into a single family
dwelling before seliing it.
Gerry Strathman recommended that if Mr. Murdock pays the vacant building fee, posts a
$2,400 bond and obtains a code compliance inspecfion by noon, October 22� , he be given 180
days to rehabilitate the buiiding,

� 8. 203 Forbes Avenue
Clodetta Pratt, the new owner, appeared, advising that she intends to occupy one apartment
upstairs with her family and use the other as a lazge office area. She indicated that the downstairs
is, and would continue to be, used for dry storage - with no heat, very little lighting and no
plumbing. Ms. Pratt also stated that the rear portion of the building would be used for storage
purposes only. -
Ms. Pratt stated that she had spoken with Phil Owens and understood that the fire department
inspection of 7uly 18�' was stili valid. Gerry Strathman advised that if that is the case, she will
noi have to have another inspection done.
Mr. Strathman recommended that if Ms. Pratt pays the vacant building fee of $200, posts a
$2,000 bond, and obtains necessary pernuts by noott, October 22n°, she be given six months to
rehabilitate the buiiding.
9. 1561 Jackson Street
Gerry Strathman advised that he has had a number of telephone conversations with Mr. Hoff, the
owner, during which it was indicated that he intends to rehabilitate the building. Betsy Kay
Hudecek appeared, stating that the properry was purchased in May, 1995.
� Chuck Votel, Public Health, noted that the code compliance of May 16�' states that the building
is a gutted shell about as large as a two-caz gazage with no windows. Mr. Votel informed Ms.
Hudecek that new building code standards with atchitectural drawings and specifications would
be necessary.
If the $2,000 bond is posted by noon, October 22nd , Mr. Strathman recommended giving the
owner 180 days to complete the rehabilif2tion.
10. 78 Magnolia Avenue West
No one appeazed. Gerry Strathman recommended that the order be approved.
