WI�REAS, the City of Saint Paul caused certain public street nnprovements to be made
on Blair and Lafond Avenues, between Dale and Grotto Streets; and
VVHEREAS, the City of Saint Paul contracted with a private company to undertake the
said street improvements under City of Saint Paul Public Works Permit No. 4603; and
WHEREAS, during the construction of the said street improvements, the City's
contractor caused certain motor vehicles pazked on Blair and Lafond Avenues, between Da1e and
Grotto Streets, to be ticketed and subsequently towed to the City's impound lot for violation of
the temporary no pazking zone established pursuant to Saint Paul Legislative Code § 152.15 for
the purpose of facilitating the said street improvements; and
WHEREAS, it appears that the owners of those certain motor vehicles ticketed and towed
did not receive the benefit of the twenty-four (24) hour notice requirement provided under Minn.
Stat. § 169.041 Subd.4(4)(ii) authorizing the towing of motor vehicles violating duly established
temporary restricted parking zones; NOW, THEREFORE, BE IT
RESOLVED, that the Council of the City of Saint Pau1 hereby authorizes the appropriate
City o�cials to resolve any claims for towing and storage chazges, made by the owner(s) of
those certain motor vehicles towed from the temporary restricted pazking zone established for the
purpose of facilitating street improvements along Blair and Lafond Avenues between Dale and
Grotto Streets, on October 14, 1997, by forgiving andlor repaying the same; AND, BE IT

2 FURTHER RESOLVED, that the Council of the City of Saint Paul requests that any
3 parking citations issued to those certain vehicles towed from the area above described on October
4 14, 1997, be duly dismissed in the interests of justice .
