Gensral Statement of Duties:
Per£orms skilled inspectional work of building materials and workmanship in
new and existing structures for compliance with and enforcement of building
codss, zoning ordinances and City contraot specifications; and performs
related duties as required.
Suparvision Received:
Works under the general supervision of a building inspection supervisor.
Supervision Exercised:
May assist in training of other building inspectozs.
TYPICAL DUTZES PERFORMEII
The listed examples may not include sll the duties performed by all positions
in this class.
Znspects building materials and workmanship for compliance with building
codes and City contract specifications.
Inspects projects with regard to construction permits including carpentryj
plastering/lathing industry standards and practices. Advises and trains
other trade inspectors. Provides expert witness testimony in legal issues.
Inspects structures for compliance with zoning ordinances and fire safety
segulations.
Inspects damaged or deteriorated structures for compiiance with building
codes; recommends rehabiliation or razing to owners and supervisors.
Investigates complaints regarding materials and workmanship, quality, and
violations of zoning ordinances.
Issues citations when necessary to enforce compiiance with building codes
and zoning ordinances; may testify in court concerning results of
inspections.
Orders work stoppages until violations of building codes, zoning ordinances
and City contracts Lo speci£ications are corrected.
Explains building codes, zoning ordinances, and specifications of City
contracts to contractors, property owners and general public upon request.

MINIMUM QUALIFICATIONS
Five years of experience as a journey level carpenter; ar five years of
experience as a journey level plasterer; or five years exparience as a
journey level lather; or five years experience as a construction
superintendent; or fioe years of experience in engineering work in the
" design or construction o£ buildings, at least three years of which
is on-site construcLion experience; or two years in the reviewing of
plans and specifications for compliance with building codes at the
level of Plan Examiner II. Must have a valid Minnesota Class C driver's
license, or an equiva3ent out-of-state driver's license, with no
suspensions or revocations within the two-year period prior to the date of

Plasterer, Lather) should be created to reflect a clarification of duties and a change in
minimum qualifications. T have attached a copy of the class specification for your review.
Please notify me within twenty days of receipt of this memo, if you wish to discuss these
changes. If I do not heaz from you within that timeframe, I will assume agreement and
will proceed with the process.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of 2oca1, state and federal building codes
pertaining to building materials and workmanship.

Considerable knowledge of carpentry/plastering/lathing industry practices.
Ability Co effectively communicate both orally and in writing.
Co'nsiderable ability to interpret blueprints and plans involving
architectural, structural, mechanical, electrical, and engineering designs.
Physical ability to work in unfinished structures and in unsafe or
uncomfortable surroundings.
MINIMUM QUALIFICATIONS
Five years of experience as a journey level carpenter; ar five years of
experience as a journey level plasterer; or five years exparience as a
journey level lather; or five years experience as a construction
superintendent; or fioe years of experience in engineering work in the
" design or construction o£ buildings, at least three years of which
is on-site construcLion experience; or two years in the reviewing of
plans and specifications for compliance with building codes at the
level of Plan Examiner II. Must have a valid Minnesota Class C driver's
license, or an equiva3ent out-of-state driver's license, with no
suspensions or revocations within the two-year period prior to the date of
the appointment (suspensions for parking related offenses excluded).

It has been determined that the class specification of Buiiding Insgector (Cazpenter,
Plasterer, Lather) should be created to reflect a clarification of duties and a change in
minimum qualifications. T have attached a copy of the class specification for your review.
Please notify me within twenty days of receipt of this memo, if you wish to discuss these
changes. If I do not heaz from you within that timeframe, I will assume agreement and
will proceed with the process.
I��ill also be processing a resolution to establish the rate of pay for the Yitie of Building
Inspector (Carpenter, Plasterer, Lather) in Grade 6 of the agreement between the City of
Saint Paul and the Minnesota Statewide Council of Carpenters.
