WI-IEREAS, the commercial FM mdio market in the Twin Cities Metropolitan Area does not have minority owner
representation; and
3 WHEREAS, this $110 million dollar a yeaz radio advertising mazket has been unavailabie to any minority business
4 group in our city due to changes in the Telecommunications Act of 1996 which removed taY incentives for sale to
5 minority owned businesses and increased the ability of larger broadcasting companies to increase the number of
6 radio stations owned in a single market area; and
7 WI�EREAS, there is a significant minoriry popularion in the Twin Cities Metropolitan Area representing many
8 diverse ethnic and cultural regions of the world; and
9 WIIEREAS, these minority populalions deserve equal opportunity in providing a diverse ethnic and cultural choice
10 in radio listening to people living in the Twin Cities Metropolitan Area; now therefore be it
I1 RESOLVED, that the City of Saint Paul Ciry Council does support equal opporhznity ownership in the FM
12 commercial radio market and recommends that the right of first refixsal be given to a qualified minority business
13 in any future sale of a FM commercial radio station in the Twin Cities metropolitan Area. J �
