ADMINISTRATIVE ORDER,
WHEREAS, the City of Saint Paul has contracted with the United States Army Corps of
Engineers to construct flood control structures aVong the bank of the Mississippi River within the
corporate limits of the City; and
WHEREAS, these flood control structures incorporate into their design pedestrian walkways
which are significant components of the City's overall vision for the redevelopment of the riverfront;
and
WHEREAS, one segment of the pedestrian walkway crosses over the privately owned railroad
right-of-way for the Chicago and Northwestern Transportation Company; and
WHEREAS, the Department of Public Works, on behalf of the City of Saint Paul, has negotiated
Railroad Crossing Agreement, PW/16 which is attached and incorporated herein by reference,
which grants to the general public the right to cross over the railroad right-of-way via the pedestrian
walkway; NOW THEREFORE

BE IT ORDERED, that the proper City officials are hereby authorized and directed to execute
Railroad Crossing Agreement PW/16 authorizing the general public the right to cross over the
railroad right-of-way via the pedestrian walkway so long as the City maintains a pedestrian crossing
insurance policy as set forth in PW/16
