VJFIEREAS, the Director of the Deparhnent of Human Rights has deternuned there aze reasonable
grounds to believe that Respondent Tl�aue Hawkins Polar Chevrolet is in violation of Saint Paul Legislarive
Code Section 183.04; and

WHEREAS, the D'uector of the Department of Human Rights has conducted such investigation and
found probable cause exists to support such allegations; and
WHEREAS, the Director of the Department of Human Rights has unsuccessfully attempted to resolve,
conciliate and compromise the conflict between the parties; and

VJfIEREAS, the Saint Paul Legisla6ve Code Sections 183.04 and 183.24 provide that civil
enforcement proceedings be instigated by the Director of the Department of Human Rights and such hearings
are to be presided over by a chairperson and law officer; and
WHEREAS, a hearing has been scheduled for October 14, 1997; now therefore, be it
RESOLVED, by the Saint Pau1 City Council, that the City of Saint Paul, by its Human Rights
Department, is authorized to retain the services of Barbara L. Neilson at the rate of $89.00 per hour for
services as law officer relative to the disciplinary hearing of Thane Hawkins Polar Chevorlet and be it
FTJRTHER RESOLVED, that the compensation to be paid to Barbara L. Neilson be charged to the
Department of Human Rights.
