A. PIIRPOSE: To consider a preliminary and final plat to allow the property
to be split into two lots. The new plat is not associated with any
development of the property, but is required to sell a portion of property
to an adjoining property owner.
B. SITE & AREA CONDITIONS: The site is currently occupied by a single family
home. The property is £airly flat except for a large hill or high point
• at the east side of the property where the existing house is situated.
The property and the surrounding area is zoned R-1 (residential single-
family). Access to the site is £rom Mailand Road. The site is wooded
except for the immediate area around the existing homesite.

C. BACKGROUND: The applicant, who has a purchase agreement to buy 2190 Mailand
Road is requesting the new plat to allow the property to be subdivided into
two separate lots. The applicant also has a purchase agreement with the
adjoining property owner to the south for the vacant west portion of the
property. The property has a toCal of approx. 5 acres and the applicant
has requested the property to be split into two 2.47 acre lots with the
west lot being sold to the adjoining property owner to the south. Since
� the entire property is unplatted, the zoning code requires that the
property must first be platted to allow any portion of the property to be
subdivided and sold. If Che property had been previously platted, a lot
split would have been allowed and approved administratively. This
preliminary and final plat is required to allow the recording o£ the
subdivision with Ramsey County. As mentioned previously, this new plat is
not associated witli any development of the property, but only required to
convey the west portion of the property to the adjoining property owner.

2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses.
No development is associated with this plat. The property can be
developed with uses compatible to the area.
3. The area surrounding the subdivision can be planned and deveSoped in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses. No changes in the land use
of the property are proposed with the new plat.
4. The subdivision is in conformance with the Comprehensive PSan.
The property is in compliance with the comprehensive plan for this area of
the City.
5. The subdivision preserves and incosporates the site's important
• existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
No new development is proposed with this plat.
6. All land intenfled for building sites can be used safely without
endangering the residents by peril from floods, erosion,
continuously high water table, severe soil conditions or other

menace.
The land can be safely developed if intended. Site plan review as well as
a new plat would be required if a new subdivision with a road is proposed.
7. The subdivision can be economically served witn public facilities
and services.
The property can be served by public facilities and services if a future
subdivision is developed on the propezty. The property currently has a
private well and septic system located on the existing house lot.
E. STAFF RfiCOL4dENDATiON: Based on the above findings, staff recommends
approval of the preliminary and final plat of Bollmann Wolff Addition with
. the condition that when or iP Lot 1, Block 1; Bol3mann Wolff Addition is
sold, it is sold and attached to an adjoining property which has frontage
oa an improved street.

A. PIIRPOSE: To consider a preliminary and final plat to allow the property
to be split into two lots. The new plat is not associated with any
development of the property, but is required to sell a portion of property
to an adjoining property owner.
B. SITE & AREA CONDITIONS: The site is currently occupied by a single family
home. The property is £airly flat except for a large hill or high point
• at the east side of the property where the existing house is situated.
The property and the surrounding area is zoned R-1 (residential single-
family). Access to the site is £rom Mailand Road. The site is wooded
except for the immediate area around the existing homesite.

C. BACKGROUND: The applicant, who has a purchase agreement to buy 2190 Mailand
Road is requesting the new plat to allow the property to be subdivided into
two separate lots. The applicant also has a purchase agreement with the
adjoining property owner to the south for the vacant west portion of the
property. The property has a toCal of approx. 5 acres and the applicant
has requested the property to be split into two 2.47 acre lots with the
west lot being sold to the adjoining property owner to the south. Since
� the entire property is unplatted, the zoning code requires that the
property must first be platted to allow any portion of the property to be
subdivided and sold. If Che property had been previously platted, a lot
split would have been allowed and approved administratively. This
preliminary and final plat is required to allow the recording o£ the
subdivision with Ramsey County. As mentioned previously, this new plat is
not associated witli any development of the property, but only required to
convey the west portion of the property to the adjoining property owner.

2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses.
No development is associated with this plat. The property can be
developed with uses compatible to the area.
3. The area surrounding the subdivision can be planned and deveSoped in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses. No changes in the land use
of the property are proposed with the new plat.
4. The subdivision is in conformance with the Comprehensive PSan.
The property is in compliance with the comprehensive plan for this area of
the City.
5. The subdivision preserves and incosporates the site's important
• existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
No new development is proposed with this plat.
6. All land intenfled for building sites can be used safely without
endangering the residents by peril from floods, erosion,
continuously high water table, severe soil conditions or other

menace.
The land can be safely developed if intended. Site plan review as well as
a new plat would be required if a new subdivision with a road is proposed.
7. The subdivision can be economically served witn public facilities
and services.
The property can be served by public facilities and services if a future
subdivision is developed on the propezty. The property currently has a
private well and septic system located on the existing house lot.
E. STAFF RfiCOL4dENDATiON: Based on the above findings, staff recommends
approval of the preliminary and final plat of Bollmann Wolff Addition with
. the condition that when or iP Lot 1, Block 1; Bol3mann Wolff Addition is
sold, it is sold and attached to an adjoining property which has frontage
oa an improved street.

A. PIIRPOSE: To consider a preliminary and final plat to allow the property
to be split into two lots. The new plat is not associated with any
development of the property, but is required to sell a portion of property
to an adjoining property owner.
B. SITE & AREA CONDITIONS: The site is currently occupied by a single family
home. The property is £airly flat except for a large hill or high point
• at the east side of the property where the existing house is situated.
The property and the surrounding area is zoned R-1 (residential single-
family). Access to the site is £rom Mailand Road. The site is wooded
except for the immediate area around the existing homesite.

C. BACKGROUND: The applicant, who has a purchase agreement to buy 2190 Mailand
Road is requesting the new plat to allow the property to be subdivided into
two separate lots. The applicant also has a purchase agreement with the
adjoining property owner to the south for the vacant west portion of the
property. The property has a toCal of approx. 5 acres and the applicant
has requested the property to be split into two 2.47 acre lots with the
west lot being sold to the adjoining property owner to the south. Since
� the entire property is unplatted, the zoning code requires that the
property must first be platted to allow any portion of the property to be
subdivided and sold. If Che property had been previously platted, a lot
split would have been allowed and approved administratively. This
preliminary and final plat is required to allow the recording o£ the
subdivision with Ramsey County. As mentioned previously, this new plat is
not associated witli any development of the property, but only required to
convey the west portion of the property to the adjoining property owner.

determined tfiat it meets all requirements and standards of the City.

2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses.
No development is associated with this plat. The property can be
developed with uses compatible to the area.
3. The area surrounding the subdivision can be planned and deveSoped in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses. No changes in the land use
of the property are proposed with the new plat.
4. The subdivision is in conformance with the Comprehensive PSan.
The property is in compliance with the comprehensive plan for this area of
the City.
5. The subdivision preserves and incosporates the site's important
• existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
No new development is proposed with this plat.
6. All land intenfled for building sites can be used safely without
endangering the residents by peril from floods, erosion,
continuously high water table, severe soil conditions or other

menace.
The land can be safely developed if intended. Site plan review as well as
a new plat would be required if a new subdivision with a road is proposed.
7. The subdivision can be economically served witn public facilities
and services.
The property can be served by public facilities and services if a future
subdivision is developed on the propezty. The property currently has a
private well and septic system located on the existing house lot.
E. STAFF RfiCOL4dENDATiON: Based on the above findings, staff recommends
approval of the preliminary and final plat of Bollmann Wolff Addition with
. the condition that when or iP Lot 1, Block 1; Bol3mann Wolff Addition is
sold, it is sold and attached to an adjoining property which has frontage
oa an improved street.
