This was a three story building with nine apartment units; three units per floor. Each unit had a front and reaz entrance and with the parking lot at the rear of the building, most of the tenants utilized the rear entrance as their primazy entrauce. He had obtained an estimate on inctallin wired glass from Glass Services and they indicated that it would be very costly to instali since all of the frames would need to be repiacecl as well. They also told }um that this would also create a safety hazard in the event of a fire since the glass could not be broken for escape. Pat Fish, Fire Prevention, stated that they were not opposed to granting a variance. Ivlr. Strathman granted the variance. 1880 Randolph Avenue Kevin Johnson, Patrick Croke and Sister Elaine Baumgartner appeazed on behalf of the property owner, Sisters of St. Joseph of Cazondelet. Mr. Croke stated that they were requesting a variance to replace transom doors with one hour fire rated doors and that the doors in the comdors remain closed, installafion of automatic door closures on bedroom doors and installafion of deadbolt locks on interiar doors. He presented pictures of the premises. The building was occupied by an order of nuns who considered themselves to be a family unit. The building was not accessible to the public and he did not believe there was a safety risk in allowing the doors to remain open. He also pointed out that the building was not well ventilated and keeping the transom doors open, particulazly during the stuvmer months, allowed for better air circularion. Sister Elaine Saumgartner stated that the building was a convent and was operated as a single unit. She believed it was more convenient to leave the doors open to a11ow the nuns to came and go as they pleased. Pat Fish, Fire Prevention, stated that they would suppoxt granring the variance given the situation of the building's use by the occupants. Mr. Strathman granted the variance. vms RESOLUTION SAINT PAUL, MINNESOTA Council File # ` b Green Sheet # uU $ra 56 Presented by Refened To Committee Date 1 BE IT RESOLVED, that the Council of the City of Saint Paul hereby certifies and approves the January 21, 2 1997 decision of the Legislative Hearing O£ficer: 3 Pro ert,y Ap eu aled 4 1577 Ashland Avenue 5 Decision: Grant variance. 6 1880 Randolph Avenue 7 Decision: Caant variance.
