Gerry Strathman recommended approval of the assessment. 2. 747 Central Avenue West Kenneth Jackson appeazed. He indicated that he has kept the building secured himseif - removing broken glass, boarding and bolting, etc. Mr. Jackson showed the city contractor that the building was already boarded up before he arrived. Mr. Jackson is in the process of rehabilitating and selling ihe building. Gerry Strathman recommended deleting the assessment. 3. 282 Charies Avenue Sy Vang and Moua Souay appeazed. Guy Willits presented a video showing bags of garbage, carpeting, cazdboard boxes, boards and other rubbish neaz the alley behind the building. Mr. Willits reported this was removed July 17'". Gerry Strathman recommended approval of the assessment. 4. No address - 0 Como Avenue (Vacant lot corner of Front and Kentl No one appeazed. Gerry Strathman recommended approval of the assessment. :. � ,-- Gerry Strathman received a note advising him that the building was demolished. The mortgage company which owned the property paid all of the assessments. After being unable to find a buyer, they gave the property to the next door neighbor. At the time of the giving, all assessments on file were paid. This assessment appeared after the transfer took place and the new property owner does not have the resources to pay. The mortgage company is now out of business. Page 2 Gerry Strathman recommended reducing the assessment to $100.00 plus the service charge of $40.00 for a total of $140.00. � 6. 1037 Jessie Street No one appeared. Gerry Strathman recommended approval of Yhe assessment. 1053 Lawson Avenue East No one appeared. Gerry Strathman recommended approval of the assessment. 8. 1571 Marvland Avenue East No one appeazed. Gerry Strathmazi recommended approval of the assessment. 9. 430 MY. Ida Street John Olwell, owner, appeazed. Guy Willits presented a video showing overflowing trash containers and debris strewn azound the backyazd which was removed May 27"'. Mr. Olwell did not dispute the findings in the video, but did advise that the trash was generated by a tenant who was evicted May 30`". He stated that he had closely monitored this situation and had hitnself removed a lot of trash. His contention is that the backyazd overall is in good order and further stated that the video does not show what he himself cleaned up. Gerry Strathman indicated he � was giving Mr. Olwell the benefit of the doubt. Gerry Strathman recommended deteting the assessment. 10. 766 Reanev Avenue Gary Krafr, owner, appeazed. Guy Willits presented a video showing discarded fumihue, vehicle parts, tires, scrap wood, metai and full trash bags in the backyazd which was removed June 25�'. Mr. Kraft indicated that the date of the video was eviction time and stated that he had receipts from BFI showing that trash had been removed at other times. Gerry Strathman reminded Mr. Kraft that there were twelve days between when the orders were mailed (June 13�` ) and the wark was done (June 25�' ). Gerry Strathman recommended approval of the assessment. Gary Kraft asked when azgument time would be. Gerry Strathman advised him he was welcome to appeaz before the City Council pn VJednesday, September 24�' at 4:30 p.m. 11. 815 Robert Street South Raquel Codero, new owner (Contract for Deed), appeazed. Guy Willits presented a video showing gazbage, discazded futniture, household items, scrap wood/metal which were removed � on July 24�'. Ms. Codero indicated that these items were left by the previous owner. She does � 1` J � Page 3 not feel she should be assessed for this work. Gerry Strathman suggested she contact the previous owner, as this is their assessment. Mr. Strathman advised Ms. Codero that if the previous owner does not pay this, she will be responsible. Gerry Strathman recommended approval of the assessment. 12. 1015 St. Clair Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. 13. 1545 St. Clair Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 14, 337 Sherburne Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 15. 393 Sherburne Avenue No one appeazed. Gerry Stratlunan recommended approval of the assessment. 16. 631 Thomas Avenue �1.� -�I�/Y Allan Ige, owner, appeazed. Guy Willits presented a video showing a couch, clothes, boxes and plastic bags of gazbage which were removed June 18�'. Mr. Ige contends that the irash was not on his property, but on the property of 637 Thomas Avenue. A piat map was provided to Mr. Strathman. Mr. Strathman stated that he felt the contention that the trash was on the property at 637 Thomas Avenue rather than 631 Thomas Avenue is credible. Maynazd Vinge testified that the trash containers were on the nea�t door neighbors properry (637), however, tenants in 631 and Eagle Containers confirmed that the containers belonged to the property of 631. Gerry Stratlunan recommended deleting the assessment based on the fact the gazbage was removed from 637 Thomas Avenue rather than 631 Thomas Avenue. 17. '749 Univers� t�venue West Guy Willits advised that this should be deleted due to improper nofification. Gerry Strathman recommended deleting the assessment. 18. 755 Van Buren Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. Page 4 19. 665 Van Buren Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 20. 1421 York Avenue The owner appeazed and advised this property is condemned and scheduled for demolition. Chuck Votel advised that an order to abate a nuisance building has been issued. Public hearings will be scheduled in the future. Gerry Strathman advised the owner that if the City Council approves the order he will have a choice to (1) repair the building, (2) hire his own contractor to remove the building, or (3) do nothing, in which case the ciry will remove the building and assess the cost. Gerry Strathman recommended approval of the assessment. 21. 126 W. Winifred Armandina Henry, owner, and Zona Butler (advocate) appeared. Gerry Strathman clarified that this is an order to secure the building. The building has been condemned. Ms. Butler stated that the owner has deternuned she will not be accepted by the neighbors and cannot live in the building. Boazding the building will not allow the owner to sell or rent the property. She indicated that the building is now secure. Mr. Strathman indicated that he will have Public Health inspectors confirm that the building is indeed secure, further advising that if it is not, he will deny the appeal and it will be boazded. Gerry Strathman recomxnended granting the appeal based on the representation that the building is secured. 22. 807-809 Buffalo Street Jim Walston, Attorney and Steve Johnson, Vice President from Dakota Bank appeazed. Chuck Votel reported that this properiy was condemned by Fire Prevention in January, 1997. Mr. Walston indicated that the owners defaulted on their loan obligations to the bank. The bank now has two parties interested in buying the property jointly. Mr. Johnson indicated he hopes to have a signed purchase agreement soon. He indicated that the bank is eartending additional financing over and above the purchase price in order to improve the property. Mr. Walston requested a period of 75-90 days to obtain the signed purchase agreement, clear title and take caze of abatement issues, etc. Mr. Votel added that there aze still problems with this property and many complaints from neighbors. � � A neighbor appeazed and said that there have been problems with this property for 15 years and � Page 5 ��� �'^ r "/d � further stated -°Some homeowners have been driven out of the neighborhood. The back side of the properiy was bumed some time ago.° Mr. Strathman cammented, "the neighbors have to be asking how much longer°? Gerry Strathman recommended proceeding with the order to repair or remove within 15 days and informed Messrs. Walston and Johnson of the opportunity to meet before the City Council on Wednesday, September 24�' at 4:30 p.m. 23. 1050 Iglehart Avenue Greg VonRothkirch, supervisor of the tax forfeited land section of the Ramsey County Department of Property Records Revenue appeazed. Mr. Votel reported the property has been vacant since October, 1996. The current properry owner is the State of Minnesota. Three sununary abatement notices have been issued. The estimated cost to repair is $30,000.00 -$7,200.00 to demolish. Mr. VonRothkirch indicated this property was forfeited to the state August 30, 1996 and indicated that nothing can be done for one yeaz. In addition, HRA asked the state to put a hold on this property. � Messrs. Votel and VonRothkirch agree that this building is repairable. Mr. Votel indicated there are some compiaints from the neighbors - however, the city will not recover its money if the properry is demolished. Gerry Strathxnan laid this matter over until December 16, 1997. 24. 881 Desoto Street No one appeared. Chuck Votei reported that the owner has not disclosed what his intentions aze with respect to this building. The properiy is severely fire damaged and the estimated cost to repair is $45,000. A citation has been issued charging failure to pay the annual vacant building fee. In addition, there aze other lienholders against this property. Gerry Strathman recommended approval to demolish and remove this building. Gerry Strathman recommended approval of the assessment. 2. 747 Central Avenue West Kenneth Jackson appeazed. He indicated that he has kept the building secured himseif - removing broken glass, boarding and bolting, etc. Mr. Jackson showed the city contractor that the building was already boarded up before he arrived. Mr. Jackson is in the process of rehabilitating and selling ihe building. Gerry Strathman recommended deleting the assessment. 3. 282 Charies Avenue Sy Vang and Moua Souay appeazed. Guy Willits presented a video showing bags of garbage, carpeting, cazdboard boxes, boards and other rubbish neaz the alley behind the building. Mr. Willits reported this was removed July 17'". Gerry Strathman recommended approval of the assessment. 4. No address - 0 Como Avenue (Vacant lot corner of Front and Kentl No one appeazed. Gerry Strathman recommended approval of the assessment. :. � ,-- Gerry Strathman received a note advising him that the building was demolished. The mortgage company which owned the property paid all of the assessments. After being unable to find a buyer, they gave the property to the next door neighbor. At the time of the giving, all assessments on file were paid. This assessment appeared after the transfer took place and the new property owner does not have the resources to pay. The mortgage company is now out of business. Page 2 Gerry Strathman recommended reducing the assessment to $100.00 plus the service charge of $40.00 for a total of $140.00. � 6. 1037 Jessie Street No one appeared. Gerry Strathman recommended approval of Yhe assessment. 1053 Lawson Avenue East No one appeared. Gerry Strathman recommended approval of the assessment. 8. 1571 Marvland Avenue East No one appeazed. Gerry Strathmazi recommended approval of the assessment. 9. 430 MY. Ida Street John Olwell, owner, appeazed. Guy Willits presented a video showing overflowing trash containers and debris strewn azound the backyazd which was removed May 27"'. Mr. Olwell did not dispute the findings in the video, but did advise that the trash was generated by a tenant who was evicted May 30`". He stated that he had closely monitored this situation and had hitnself removed a lot of trash. His contention is that the backyazd overall is in good order and further stated that the video does not show what he himself cleaned up. Gerry Strathman indicated he � was giving Mr. Olwell the benefit of the doubt. Gerry Strathman recommended deteting the assessment. 10. 766 Reanev Avenue Gary Krafr, owner, appeazed. Guy Willits presented a video showing discarded fumihue, vehicle parts, tires, scrap wood, metai and full trash bags in the backyazd which was removed June 25�'. Mr. Kraft indicated that the date of the video was eviction time and stated that he had receipts from BFI showing that trash had been removed at other times. Gerry Strathman reminded Mr. Kraft that there were twelve days between when the orders were mailed (June 13�` ) and the wark was done (June 25�' ). Gerry Strathman recommended approval of the assessment. Gary Kraft asked when azgument time would be. Gerry Strathman advised him he was welcome to appeaz before the City Council pn VJednesday, September 24�' at 4:30 p.m. 11. 815 Robert Street South Raquel Codero, new owner (Contract for Deed), appeazed. Guy Willits presented a video showing gazbage, discazded futniture, household items, scrap wood/metal which were removed � on July 24�'. Ms. Codero indicated that these items were left by the previous owner. She does � 1` J � Page 3 not feel she should be assessed for this work. Gerry Strathman suggested she contact the previous owner, as this is their assessment. Mr. Strathman advised Ms. Codero that if the previous owner does not pay this, she will be responsible. Gerry Strathman recommended approval of the assessment. 12. 1015 St. Clair Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. 13. 1545 St. Clair Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 14, 337 Sherburne Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 15. 393 Sherburne Avenue No one appeazed. Gerry Stratlunan recommended approval of the assessment. 16. 631 Thomas Avenue �1.� -�I�/Y Allan Ige, owner, appeazed. Guy Willits presented a video showing a couch, clothes, boxes and plastic bags of gazbage which were removed June 18�'. Mr. Ige contends that the irash was not on his property, but on the property of 637 Thomas Avenue. A piat map was provided to Mr. Strathman. Mr. Strathman stated that he felt the contention that the trash was on the property at 637 Thomas Avenue rather than 631 Thomas Avenue is credible. Maynazd Vinge testified that the trash containers were on the nea�t door neighbors properry (637), however, tenants in 631 and Eagle Containers confirmed that the containers belonged to the property of 631. Gerry Stratlunan recommended deleting the assessment based on the fact the gazbage was removed from 637 Thomas Avenue rather than 631 Thomas Avenue. 17. '749 Univers� t�venue West Guy Willits advised that this should be deleted due to improper nofification. Gerry Strathman recommended deleting the assessment. 18. 755 Van Buren Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. Page 4 19. 665 Van Buren Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 20. 1421 York Avenue The owner appeazed and advised this property is condemned and scheduled for demolition. Chuck Votel advised that an order to abate a nuisance building has been issued. Public hearings will be scheduled in the future. Gerry Strathman advised the owner that if the City Council approves the order he will have a choice to (1) repair the building, (2) hire his own contractor to remove the building, or (3) do nothing, in which case the ciry will remove the building and assess the cost. Gerry Strathman recommended approval of the assessment. 21. 126 W. Winifred Armandina Henry, owner, and Zona Butler (advocate) appeared. Gerry Strathman clarified that this is an order to secure the building. The building has been condemned. Ms. Butler stated that the owner has deternuned she will not be accepted by the neighbors and cannot live in the building. Boazding the building will not allow the owner to sell or rent the property. She indicated that the building is now secure. Mr. Strathman indicated that he will have Public Health inspectors confirm that the building is indeed secure, further advising that if it is not, he will deny the appeal and it will be boazded. Gerry Strathman recomxnended granting the appeal based on the representation that the building is secured. 22. 807-809 Buffalo Street Jim Walston, Attorney and Steve Johnson, Vice President from Dakota Bank appeazed. Chuck Votel reported that this properiy was condemned by Fire Prevention in January, 1997. Mr. Walston indicated that the owners defaulted on their loan obligations to the bank. The bank now has two parties interested in buying the property jointly. Mr. Johnson indicated he hopes to have a signed purchase agreement soon. He indicated that the bank is eartending additional financing over and above the purchase price in order to improve the property. Mr. Walston requested a period of 75-90 days to obtain the signed purchase agreement, clear title and take caze of abatement issues, etc. Mr. Votel added that there aze still problems with this property and many complaints from neighbors. � � A neighbor appeazed and said that there have been problems with this property for 15 years and � Page 5 ��� �'^ r "/d � further stated -°Some homeowners have been driven out of the neighborhood. The back side of the properiy was bumed some time ago.° Mr. Strathman cammented, "the neighbors have to be asking how much longer°? Gerry Strathman recommended proceeding with the order to repair or remove within 15 days and informed Messrs. Walston and Johnson of the opportunity to meet before the City Council on Wednesday, September 24�' at 4:30 p.m. 23. 1050 Iglehart Avenue Greg VonRothkirch, supervisor of the tax forfeited land section of the Ramsey County Department of Property Records Revenue appeazed. Mr. Votel reported the property has been vacant since October, 1996. The current properry owner is the State of Minnesota. Three sununary abatement notices have been issued. The estimated cost to repair is $30,000.00 -$7,200.00 to demolish. Mr. VonRothkirch indicated this property was forfeited to the state August 30, 1996 and indicated that nothing can be done for one yeaz. In addition, HRA asked the state to put a hold on this property. � Messrs. Votel and VonRothkirch agree that this building is repairable. Mr. Votel indicated there are some compiaints from the neighbors - however, the city will not recover its money if the properry is demolished. Gerry Strathxnan laid this matter over until December 16, 1997. 24. 881 Desoto Street No one appeared. Chuck Votei reported that the owner has not disclosed what his intentions aze with respect to this building. The properiy is severely fire damaged and the estimated cost to repair is $45,000. A citation has been issued charging failure to pay the annual vacant building fee. In addition, there aze other lienholders against this property. Gerry Strathman recommended approval of the assessment. 2. 747 Central Avenue West Kenneth Jackson appeazed. He indicated that he has kept the building secured himseif - removing broken glass, boarding and bolting, etc. Mr. Jackson showed the city contractor that the building was already boarded up before he arrived. Mr. Jackson is in the process of rehabilitating and selling ihe building. Gerry Strathman recommended deleting the assessment. 3. 282 Charies Avenue Sy Vang and Moua Souay appeazed. Guy Willits presented a video showing bags of garbage, carpeting, cazdboard boxes, boards and other rubbish neaz the alley behind the building. Mr. Willits reported this was removed July 17'". Gerry Strathman recommended approval of the assessment. 4. No address - 0 Como Avenue (Vacant lot corner of Front and Kentl No one appeazed. Gerry Strathman recommended approval of the assessment. :. � ,-- Gerry Strathman received a note advising him that the building was demolished. The mortgage company which owned the property paid all of the assessments. After being unable to find a buyer, they gave the property to the next door neighbor. At the time of the giving, all assessments on file were paid. This assessment appeared after the transfer took place and the new property owner does not have the resources to pay. The mortgage company is now out of business. Page 2 Gerry Strathman recommended reducing the assessment to $100.00 plus the service charge of $40.00 for a total of $140.00. � 6. 1037 Jessie Street No one appeared. Gerry Strathman recommended approval of Yhe assessment. 1053 Lawson Avenue East No one appeared. Gerry Strathman recommended approval of the assessment. 8. 1571 Marvland Avenue East No one appeazed. Gerry Strathmazi recommended approval of the assessment. 9. 430 MY. Ida Street John Olwell, owner, appeazed. Guy Willits presented a video showing overflowing trash containers and debris strewn azound the backyazd which was removed May 27"'. Mr. Olwell did not dispute the findings in the video, but did advise that the trash was generated by a tenant who was evicted May 30`". He stated that he had closely monitored this situation and had hitnself removed a lot of trash. His contention is that the backyazd overall is in good order and further stated that the video does not show what he himself cleaned up. Gerry Strathman indicated he � was giving Mr. Olwell the benefit of the doubt. Gerry Strathman recommended deteting the assessment. 10. 766 Reanev Avenue Gary Krafr, owner, appeazed. Guy Willits presented a video showing discarded fumihue, vehicle parts, tires, scrap wood, metai and full trash bags in the backyazd which was removed June 25�'. Mr. Kraft indicated that the date of the video was eviction time and stated that he had receipts from BFI showing that trash had been removed at other times. Gerry Strathman reminded Mr. Kraft that there were twelve days between when the orders were mailed (June 13�` ) and the wark was done (June 25�' ). Gerry Strathman recommended approval of the assessment. Gary Kraft asked when azgument time would be. Gerry Strathman advised him he was welcome to appeaz before the City Council pn VJednesday, September 24�' at 4:30 p.m. 11. 815 Robert Street South Raquel Codero, new owner (Contract for Deed), appeazed. Guy Willits presented a video showing gazbage, discazded futniture, household items, scrap wood/metal which were removed � on July 24�'. Ms. Codero indicated that these items were left by the previous owner. She does � 1` J � Page 3 not feel she should be assessed for this work. Gerry Strathman suggested she contact the previous owner, as this is their assessment. Mr. Strathman advised Ms. Codero that if the previous owner does not pay this, she will be responsible. Gerry Strathman recommended approval of the assessment. 12. 1015 St. Clair Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. 13. 1545 St. Clair Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 14, 337 Sherburne Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 15. 393 Sherburne Avenue No one appeazed. Gerry Stratlunan recommended approval of the assessment. 16. 631 Thomas Avenue �1.� -�I�/Y Allan Ige, owner, appeazed. Guy Willits presented a video showing a couch, clothes, boxes and plastic bags of gazbage which were removed June 18�'. Mr. Ige contends that the irash was not on his property, but on the property of 637 Thomas Avenue. A piat map was provided to Mr. Strathman. Mr. Strathman stated that he felt the contention that the trash was on the property at 637 Thomas Avenue rather than 631 Thomas Avenue is credible. Maynazd Vinge testified that the trash containers were on the nea�t door neighbors properry (637), however, tenants in 631 and Eagle Containers confirmed that the containers belonged to the property of 631. Gerry Stratlunan recommended deleting the assessment based on the fact the gazbage was removed from 637 Thomas Avenue rather than 631 Thomas Avenue. 17. '749 Univers� t�venue West Guy Willits advised that this should be deleted due to improper nofification. Gerry Strathman recommended deleting the assessment. 18. 755 Van Buren Avenue No one appeazed. Gerry Strathman recommended approval of the assessment. Page 4 19. 665 Van Buren Avenue No one appeared. Gerry Strathman recommended approval of the assessment. 20. 1421 York Avenue The owner appeazed and advised this property is condemned and scheduled for demolition. Chuck Votel advised that an order to abate a nuisance building has been issued. Public hearings will be scheduled in the future. Gerry Strathman advised the owner that if the City Council approves the order he will have a choice to (1) repair the building, (2) hire his own contractor to remove the building, or (3) do nothing, in which case the ciry will remove the building and assess the cost. Gerry Strathman recommended approval of the assessment. 21. 126 W. Winifred Armandina Henry, owner, and Zona Butler (advocate) appeared. Gerry Strathman clarified that this is an order to secure the building. The building has been condemned. Ms. Butler stated that the owner has deternuned she will not be accepted by the neighbors and cannot live in the building. Boazding the building will not allow the owner to sell or rent the property. She indicated that the building is now secure. Mr. Strathman indicated that he will have Public Health inspectors confirm that the building is indeed secure, further advising that if it is not, he will deny the appeal and it will be boazded. Gerry Strathman recomxnended granting the appeal based on the representation that the building is secured. 22. 807-809 Buffalo Street Jim Walston, Attorney and Steve Johnson, Vice President from Dakota Bank appeazed. Chuck Votel reported that this properiy was condemned by Fire Prevention in January, 1997. Mr. Walston indicated that the owners defaulted on their loan obligations to the bank. The bank now has two parties interested in buying the property jointly. Mr. Johnson indicated he hopes to have a signed purchase agreement soon. He indicated that the bank is eartending additional financing over and above the purchase price in order to improve the property. Mr. Walston requested a period of 75-90 days to obtain the signed purchase agreement, clear title and take caze of abatement issues, etc. Mr. Votel added that there aze still problems with this property and many complaints from neighbors. � � A neighbor appeazed and said that there have been problems with this property for 15 years and � Page 5 ��� �'^ r "/d � further stated -°Some homeowners have been driven out of the neighborhood. The back side of the properiy was bumed some time ago.° Mr. Strathman cammented, "the neighbors have to be asking how much longer°? Gerry Strathman recommended proceeding with the order to repair or remove within 15 days and informed Messrs. Walston and Johnson of the opportunity to meet before the City Council on Wednesday, September 24�' at 4:30 p.m. 23. 1050 Iglehart Avenue Greg VonRothkirch, supervisor of the tax forfeited land section of the Ramsey County Department of Property Records Revenue appeazed. Mr. Votel reported the property has been vacant since October, 1996. The current properry owner is the State of Minnesota. Three sununary abatement notices have been issued. The estimated cost to repair is $30,000.00 -$7,200.00 to demolish. Mr. VonRothkirch indicated this property was forfeited to the state August 30, 1996 and indicated that nothing can be done for one yeaz. In addition, HRA asked the state to put a hold on this property. � Messrs. Votel and VonRothkirch agree that this building is repairable. Mr. Votel indicated there are some compiaints from the neighbors - however, the city will not recover its money if the properry is demolished. Gerry Strathxnan laid this matter over until December 16, 1997. 24. 881 Desoto Street No one appeared. Chuck Votei reported that the owner has not disclosed what his intentions aze with respect to this building. The properiy is severely fire damaged and the estimated cost to repair is $45,000. A citation has been issued charging failure to pay the annual vacant building fee. In addition, there aze other lienholders against this property.
