The Water iTtility is moving to an environment where computers will be used much more
extensively in monitoring and control. There is no position within the Utility that has these
responsabilities and ecisting class specs do not adequately describe these dufies. As a result the
management of the Utility requested two new positions: This "Trainee" level and a fully
qualified "Technician".

EDP Aide.
This class spec does noi indicate the level of responsibility that this position will have, even as
a trainee. Any training implied in this spec is at a lower level of difficulty than the riaining
contemplated for the position in question.
RDP Netwnrk i ti I.
The responsibilities described in this class spec are more specialized than those envisioned for
c.
the position in question. Moreover, this class spec assumes that the incumbent is fully
qualified to do a job whereas the position in question is a trainee. Finally, the EDP Network
Specialist I works in a less complex computer environment than is contemplated for the
position in question.
RDP Network Snecialist II_
This class spec describes a position that works much more with network matters as a
technician. The position in question will also have a role in operations and user interface that
will be much more active then any responsibility described in the position in quesrion.
Communications Technicin_.
This class spec describes a posifion that has technical responsibility but is not a user of the
system. T'he positian in question will also be a system "user" as well as a trainer, etc. This
spec dces not describe the responsibilifles of the [position in question.
.DP Programmer Trainee.
This position has restricted training. The position in question will be a system coordinator and
partly a user. Programming haining is too restricted.
EDP Proerammer.
This class spec dces not describe a positiott that acts as an interface between the system and the
user. Normaliy it is restricted to responsibility for programming in one or two computer
languages. The position in question will not be a pragrammer primarily.
$.ystems Analyst I.
This class spec described primary responsibility for working with one or more computer
systems, but it stresses the computer xesponsibilifles. The position in quesfion, however, will
have relatively more responsibilities as a sort of "systems administrator", and a system user.
These comments apply to the other Systems Analyst class specs.
Conclusion.
No existing ciass spec adequately describes the responsibilities contempiated for the position in
question.
t111, Y/i 1J f' Iw { 1
EDP Aide.
Positions in this class do not have the level of responsibility that this position will have, even
as a uxinee. These positions rarely have responsibility for departmental wide work. T'hey
normally work in a more controled environment or have more restricted dufies.
F.DP Ietwork Seciaist I.
The responsibilities assigned to positions in this class are relatively more specialized than those
envisioned for the position in question. Moreover, these positions are assumed to be able to
 - c.
perform a job whereas the posifion in quesrion is a trainee. Finally, these positions work in a
less complex computer envizonment than is contemplated for the position in questian.
FDP Network Sneciai_ist II_
Again, positions assigned to this class work much more with network matters whereas the
position in questions will be less involved in the same kind of technicai matters and will be
likely to use such positions as an aid to getting its own work done. The positian in question
will atso have a role in operations and user interface that is not characteris6c of posirions
assigned to this ciass.
Communic?tions Technicin.
Pasitions assigned to this ciass do have technical responsibility but not as a user of the system.
The position in question will also be a system "user" and will have an"administrator" role.
Positions in this class are relatively restricted to their technical amz. Positions assigned to this
class do not hae responsibilifles that paraliel those assigned to the position in quesdon.
F.DP Programmer Trinee.
Positions assigned to this class have relatively restricted training, specializing in learning one
or two programming languages. These positions get their ideas and assignments from the
users. The posidon in question, however, will be an"administrator" and will likely use
positions such as those assigned to this class to accomplish its work.
EDP Pmgrammer.
Posifions assigned to this class aze normally restricted to responsibility for completing
programming. While there is interaction with the customer or user these positions do not have
daily interaction with a working system which will be the case with the posi6on in question.
Positions assigned to this class do not have responsibilities comparable to the position in
quesdon.
tems An T _alvst I.
Positions assigned to this class have responsibility for worldng with one or more computet
systems, but they emphasize the stresses the computer responsibilities. While the Analysts do
have responsibility for ease of user interface they are not normally involved in an operational
system in the same way that the Water Utility envisions for the position in question. These
comments apply to the other Systems Analyst classes.
C'Qj c,ian.
Posidons assigned to the classes described above do not have responsibilities that aze
comparable to the posirion in question. contemplated for the position in question.
Final (',cmclusion.
5ince no eusting ciass spec adequately describes the duties of the position in question and
s3nce none of the posi6ons assigned to these classes have sufficienfly simiIar responsibilities it
is recommended that a new class spec be created.
°l'1. 1\
• , :,
The QES analysis supports allocafion to grade 34 of the AFSCME Technicat Unit salary index.
This is equivalent to a Water Utility Technician II.

It is recommended that the position be allocated to the new class enfifled "Information and

The QES analysis supports allocafion to grade 34 of the AFSCME Technicat Unit salary index.
This is equivalent to a Water Utility Technician II.
