RESOLVED, that the Licensee, Snyder Drug Stores, Inc. d!b!a Snyder Drug (License ID
No. 16750), located at 2083 Ford Pazkway in Saint Paul is hereby ordered to pay a fine of
$200.00 far the violation of the sale of tobacco or tobacco products to a minor.
Said fine shall be paid to the Office of License, Inspections and Environmental Protection
within thirty (30) days of the adoption of this resolution by the Council and signature by the
Mayor.
This resolution and the action of the Council in this matter are based upon the facts
contained in the Notice of Violation letter to the licensee, the compliance report, and such
arguments as may have been presented to the Council at the public hearing. The facts were not
contested by the licensee.

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:3U p.m., Wednesday, February
5, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of cigarettes

I am writing in response to the incident on 12l07/96 when one of my employees was
caught in the act of sellins tobacco to a minor. We do not dispute that this did occur and I
want to inform you on the steps we hace taken and are taking to prevent further violations
of this law.
All employees are trained to ask for appropriate ID if the person is not cleazly of legal age
to purchase tobacco products. They aiso sign a form which outiines the law and company
policy re�arding the sale of tobacco products. The empioyee that sold to the minor had
been trained and had signed the policy statement. She now is facing disciplinary action that
may include suspension, being charged for the fine and possible termination of
employment.
We at Snyder Drug take this very seriously and being a part of the Health Care Industry I
am personally embarrassed that this occurred at our store. We wili go back to all
employees and intensify the training and wmmunication of the law and the responsibilities
each empioyee has to follow the law to the letter.

Dear Sir/Madam:
The Director of the Office of License, Inspections and
Environmental Protection will recommend that adverse action be
taken against your cigarette license held at the above-named
premises. This recommendation is based on the following:
On December 7, 1996, you or aaother employee sold
cigarettes to a minor uader the age of 18 years ia the
liceased premises. This is an offense under Minn. Stat.
§609.685 and Saint Paul Legislative Code §324.07.
If you do not dispute the above facts, and send me a letter to that
effect within 5 days, the case will be set before the City Council.
You will have a chance to appear and make a statement before the
Council as to the proper penalty, if any, to be imposed.
If you do dispute the above facts, a hearing will be set before an
Administrative Law Judge. At that hearing both you and the City
will be able to appear and present witnesses, evidence and cross-
examine the other's witnesses. The Council will ultimately decided
the case. If this is your choice, please advise my legal assistant,
Peter Pangborn, witrin 5 days, and we will take the necessary steps

RESOLVED, that the Licensee, Snyder Drug Stores, Inc. d!b!a Snyder Drug (License ID
No. 16750), located at 2083 Ford Pazkway in Saint Paul is hereby ordered to pay a fine of
$200.00 far the violation of the sale of tobacco or tobacco products to a minor.
Said fine shall be paid to the Office of License, Inspections and Environmental Protection
within thirty (30) days of the adoption of this resolution by the Council and signature by the
Mayor.
This resolution and the action of the Council in this matter are based upon the facts
contained in the Notice of Violation letter to the licensee, the compliance report, and such
arguments as may have been presented to the Council at the public hearing. The facts were not
contested by the licensee.

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:3U p.m., Wednesday, February
5, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts

I am writing in response to the incident on 12l07/96 when one of my employees was
caught in the act of sellins tobacco to a minor. We do not dispute that this did occur and I
want to inform you on the steps we hace taken and are taking to prevent further violations
of this law.
All employees are trained to ask for appropriate ID if the person is not cleazly of legal age
to purchase tobacco products. They aiso sign a form which outiines the law and company
policy re�arding the sale of tobacco products. The empioyee that sold to the minor had
been trained and had signed the policy statement. She now is facing disciplinary action that
may include suspension, being charged for the fine and possible termination of
employment.
We at Snyder Drug take this very seriously and being a part of the Health Care Industry I
am personally embarrassed that this occurred at our store. We wili go back to all
employees and intensify the training and wmmunication of the law and the responsibilities
each empioyee has to follow the law to the letter.

Dear Sir/Madam:
The Director of the Office of License, Inspections and
Environmental Protection will recommend that adverse action be
taken against your cigarette license held at the above-named
premises. This recommendation is based on the following:
On December 7, 1996, you or aaother employee sold
cigarettes to a minor uader the age of 18 years ia the
liceased premises. This is an offense under Minn. Stat.
§609.685 and Saint Paul Legislative Code §324.07.
If you do not dispute the above facts, and send me a letter to that
effect within 5 days, the case will be set before the City Council.
You will have a chance to appear and make a statement before the
Council as to the proper penalty, if any, to be imposed.
If you do dispute the above facts, a hearing will be set before an
Administrative Law Judge. At that hearing both you and the City
will be able to appear and present witnesses, evidence and cross-
examine the other's witnesses. The Council will ultimately decided
the case. If this is your choice, please advise my legal assistant,
Peter Pangborn, witrin 5 days, and we will take the necessary steps
