3 WHEREAS, the Saint Paul Ciry Council requested in Council File # 97-340 that Council Research
4 develop a study examining options for preventing gun violence by analyzing the efforts undertaken by
5 other major U.S. cities; and
WHEREAS, Council Research has prepared the report "Gun Violence Prevention: A Study of Program
Options from Twelve U.S. Cities" for the City Council's review and consideration; and
8 WHEREAS, this report indicates that many major U.S. cities have tremendous success preventing violent
9 crime-- and gun crime in particular— by working with neighborhoods where there are particularly high
10 levels of violent and focusing a higher level of police services in those areas; and
11 WHEREAS, the City has rarely used its geographic crime analysis computer capabilities to identify
12 neighborhoods in which there is a need for higher levels of gun violence prevention activities, and then
13 subsequently worked with those neighborhoods to devise strategies for reducing gun violence that meet
14 the needs of the neighborhood; NOW THEREFORE
15 BE IT RESOLVED, that the Saint Paul City Council requests the Police Department prepare an
16 geographic analysis of violent crimes—especialiy those involving guns—which wiil provide necessary
17 information to the City Council, d'astrict councils and other community and business partners in the
18 development of the policies and strategies needed citywide and in individual neighborhoods to prevent
