1 WHEREAS, it has been identified tbat Saint Paul teens need sriuctured activiries as
2 positive alternatives to the high risk activities of gangs, violence, and drug and alcohol
3 use/abuse, and
4 WHEREAS, the Night Moves Program has been a very successful and popular activiry
5 since 1990, and
6 WHEREAS, $99,280 of grant funding has been made available through the State of
7 Minnesota Department of Human Services, Chemical Dependency Division for funding of the
8 Night Moves Program through September 1999, and
9 WHEREAS, upon project approval the City of Saint Paul must enter into formal grant
10 contract with the State of Minnesota Department of Hnm�n Services for the specific purpose of
11 providing an innovative teen program, and
12 WHEREAS, the Mayor, pursuant to section 10,07.02 of the City Charter does certify
13 that there are available for appropriadon revenues in excess of those estimated in the 1997
14 budget, and

Fund Policies, and
WHEREAS, the Mayor recommends the following changes to the 1997 budget:
