F �S _, . � � ��- i e i v p� � � Presented By _ Referred To RESOLUTION PAUL, MlNNESOTA Committee: Date ay WHEREAS, the Council of the City of Saint Paul, on August 7, 1996, adopted an interun zoning ordinance placing a moratorium on the establishment of recycling processing centers operating as"automobile shredders" within the City and directing the City's Department of Plamuug and Economic Development to undertake a study of the City's Comprehensive Plan and Zoning Code relating to recycling processing centers and the Saint Paul Platming Commission to submit to the Council a report together with any recommendafions that the City's present Comprehensive Plan and Zoning Code be amended; and WHEREAS, Council File No 96-624, as adopted on August 7, 1996, was approved on August 15, 1996, and published on August 31, 1996; and WHEREAS, Section three (3) of Council File No. 96-624 provided that in the event the study of the Department of Planning and Economic Development and the recommendation of the Saint Pau1 Plamiiug Commission required additional rime far completion, the maratorium prohibitions could be e�ended for additional periods not to exceed an additional eighteen (18) months; and WHEREAS, the Department of Pla.nning and Economic Development has completed the study as directed and that the Saint Paul Planning Commission is presently reviewing the study for the purpose of preparing the report to the Council together with any recommendation to amend the City's Comprehensive Plan and Zoning Code but that it is apparent that additional time is required to complete the Plamiing Commission's report; and WIIEREAS, in recognition of the need for additional time to complete the report and any recotnmendation of the Pluining Commission to amend the City's Comprehensive Plan and Zoning Code and for this Council to deliberate on the same, the Council has undertaken to amend the interim ordinance to provide an additional eighteen (18) months ; NOW, THEREFORE, BE IT q�- 1055 1 RESOLVED, pending the completion of any deliberations on the part of the Council of 2 the City of Saint Paul to amend the City's Comprehensive Plan and Zoning Code as they relate 3 to Recycling Process Centers including so-called automobile and metal shredders, no permits 4 shall be issued or granted for the construcrion of any Recycling Processing Centers in I-2 5 Indushial Districts from the effective date of this resolution until the eapirafion of thirty (30) 6 months which includes an eighteen (18) month extension as allowed by Minn.
