1 WHEREAS, under SairlNi�l�National Discharge Elimination System (NPDES) permit and the
2 State Disposal System (SDS) permit, the City is required to eliminate sanitary sewer regulators
3 in separated areas that allow combined sewage overFlows to the Mississippi River, and

5 WHEREAS, the Department of Public Works Inflow and Infiltration (!/I) program has conducted a
6 detailed field investigation to identify inflow sources that are still connected to the City's sanitary
7 sewer system. The City has planned to contract out various projects estimating $3,800,000 of
8 sewer work to remove extraneous storm water flow from the City's sanitary sewer system and
9 other regulator modification work, so that these regulators can be eliminated.
15 WHEREAS, the Minnesota Pollution Control Agency has determined that the Inflow and
16 Infiltration Corrections work is eligibie for the siate's low interest loan program administered by
17 the Minnesota Public Facilities Authority, and

WHEREAS, it is necessary that the Council designate the individual(s) authorized to execute
required application forms and submission of data on behalf of the City. The Council of the City
of Saint Paul does hereby designate and authorize the Director ot the Department of Public
Works, or her designee, to execute the loan application on behalf of the City, and to execute all
other documentation required by the State's agency as part of the said loan application process.
NOW THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul approves the
loan application for the I/I program in the amount of $3,100,000 for the capital construction and
the necessary inspection and design.

The Minnesota Public Facilities Authority administers the Water Pollution Controi Revoiving Fund. This fund offers low
interest loans for projects meeting eligibility requirements. The Minnesota Pollution Control Agency has determined that
the various projects consisting of the construction, repair, and replacement of storm sewers, catch basins, sanitary sewers
and other related work to remove inffow and infiRration sources from the sanitary sewer system to facifitate the removal of
combined sewer regulators are eligible for that loan.
