RESOLVED, that the Food Vehicle (B), and Peddler licenses (License ID No. 31333) held
by Teng Thao d/b/a T and C Home Delivery and located at 1524 Westminster Street in Saint Paul
are hereby suspended until a111icense fees and late penalty fees are paid in full. This suspension, for
the violation of "failure to pay 1997-981icense fees," shall be afFecrive immediately upon adoption
by the City Council and signature by the Mayor's Office.
This Resolution and the action taken above are based upon the facts contained in the report
from the Office of License, Inspections and Environmental Protection, the facts of which aze
summazized in the December June 18, 1997 Notice of Violarion letter to the licensee, and such
arguments as may have been presented to the Council at the public hearing. The licensee did not
dispute the facts of the violation.

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednesday, August
13, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
regarding the failure to pay 1997-98 license fees have not been

Dear Mr. Thaa:
The Director of the Office of License, Inspections and
Environmental Protection (LIEP) will recommend that adverse action
be taken against your licenses based on the following information:
Licease fees for the 1997-98 license period
were due on April 19, 1997. As of Juae 18,
1997, no fees have beea received by the Office
of LIBP. You may not continue to operate your
buaineas without the appropriate licenses.
If you do not dispute the above facts, please send me a letter so
that the matter can be scheduled before the City Council for a
hearing on what penalty, if any, to impose. You will be allowed to
speak on your behalf at that hearing.
If you believe that the facts stated above are in error, you are
entitled to an evidentiary hearing before an administrative law
judge. In that event, you would receive a notice of hearing, with
the date, time and place of the hearing and the name of the
administrative law judge.
Please let me know in writing no later than Monday, June 30, 1997
how you wish to proceed. If you have any questions about these
options, feel free to contact me at 266-8710. If you want

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednesday, August
13, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts

Dear Mr. Thaa:
The Director of the Office of License, Inspections and
Environmental Protection (LIEP) will recommend that adverse action
be taken against your licenses based on the following information:
Licease fees for the 1997-98 license period
were due on April 19, 1997. As of Juae 18,
1997, no fees have beea received by the Office
of LIBP. You may not continue to operate your
buaineas without the appropriate licenses.
If you do not dispute the above facts, please send me a letter so
that the matter can be scheduled before the City Council for a
hearing on what penalty, if any, to impose. You will be allowed to
speak on your behalf at that hearing.
If you believe that the facts stated above are in error, you are
entitled to an evidentiary hearing before an administrative law
judge. In that event, you would receive a notice of hearing, with
the date, time and place of the hearing and the name of the
administrative law judge.
Please let me know in writing no later than Monday, June 30, 1997
how you wish to proceed. If you have any questions about these
options, feel free to contact me at 266-8710. If you want
information about the exact amount of the fees, including late
penalty, which are due, you may call the LIEP office at 266-9090.
