River Split
The river split would use the Mississippi River as the physical geographic feature to divide
the 612 azea code into two code areas. Approximately half of the existing 612 area code
would be on the west side of the river, and half would be on the east side of the river.
However, azea code splits must occur along central office' boundaries rather than political
boundaries. Therefore, there aze a few exceptions_ The Minneapolis Downtown, St. Paul
Market Street, Anoka, Elk River, and Hastings cenual offices all serve customers on both
sides of the river. According to industry estimates the "river spliti' would provide enough
telephone numbers for appro�umately six and one half years for the eastern area and almost
eleven years for the western azea. Of course, there are advantages and disadvantages to the
river split, these aze offered on the next page.
Advantages oF the River Split
• seven digit dialing still exists for calls within_the sarae area code.
• there is geographic significance to the area code.
• in general, the river split does not split communities into different area codes.
• this form of atea code relief has been used in the area before (with the 320
split), customers aze familiar with it.
• both current and new service providers are competitively neutral because both
retain numbers in the old area code and change them in the new.
Disadvantages of the River Split
• customers would be subjected to future area code changes.
• customers would have to learn a new azea code.
• businesses within the new code wiil be forced to change marketing and printed
material.
• cell phones would need to be manually reprogrammed by the service provider.
• local dialing would include some 7 digit and some 10 digit numbers.
Doughnut Split
This is another geographic split option. If used, this option would allow most of the area
within the city limits of Minneapolis, St. Paul and most first-tier suburban cities to retain the
612 area code. All outlying suburbs currently using 612 would transfer to the new area code.
This scenario would provide relief for approximately six and one half years for the center or
"core" area and nine and one half years for the outer ring.
Advantages of the Doughnut Split
' A Centrat Office is a geographic area served by a telephone switching station. Central
Offices relate to the first 3 digits of a phone number. At the present time there are approximately 120
central office (CO) codes remaining for assignment in 612. Since the first of the year, 57 new codes
CO have been activated. This equates to a an average of 9.5 new code activations per month.

A new area code would 6e introduced to the same geographic region as the existing 612 area
code under this method. This option would provide relief until 2006 at which time a third
area code would be introduced to the existing 612 area. Overlays are sometimes considered
anti-competitive for telecommunications carriers mainly because they are the new and
unknown area codes in a familiar area code region. Businesses who want to be identified with
an area may be reluctant to have them and may not want to have service with the new code.
Advantages of the Overlay Method
• it is unnecessary to change to a new azea code, existing customezs in the 612
area code will keep their current area code.
• after the initial overlay is in piace, future area code relief requires only another
overlay area code.
• reprogramming of cell phones is not required.
