1 VJI�REAS, Mississippi River Boulevard is part of the City's 37 mile city-wide system of
2 pazkways and trails, and
3 WI3EREAS, Mississippi River Boulevard and its adjacent lrails aze utilized for a variety
4 of transportation and recreational purposes, including; vehicular tr�c, walking, bicycling,
5 jogging/rmming, in-line skating, and exercising auimals, and
6 WHEREAS, the current configuration of Mississippi River Boulevard allows for
7 on-street vehicular traffic in both directions and an off-street combined trail for non-vehicular
8 uses,and
9 WHEREAS, the concentrafion of non-vehiculaz uses on a single combined traii has
10 resulted in situations that some trail users have characterized as congested and hazazdous, many
11 of which are related to conflicts between bicycle use and other trail uses, and
12 WIIEREAS, over the past six months, neighborhood residents, abutting District Councils,
13 City staff, the Friends of the Parks and Trails of Saint Paul and Ramsey County, the
14 Neighborhood Energy Consortium, and the Saint Paul Bicycle Advisory Boazd have participated
15 in discussions related to these issues and formulated ideas for addressing said issues, and
16 WHEREAS, as a result of this process and after local community discussions, District
17 Councils 13, 14 and 15 have recommended that the City eliminate parking along the bluff side of
18 Mississippi River Boulevazd and a stripe a four-five foot one-way south bound lane for bicycie
19 use.
2 0 WHEREAS, this recommendation is consistent with Policy 13 of the Pazks and
21 Recreation chapter of the City's comprehensive plan which reads "Continue to enhance the City's
2 2 parkway system through ... d. Provision of separate paths for pedestrians and bicyclists, e.
2 3 Provision of on-street bike lanes" and ;

2 4 WFIEREAS, if a bicycle lane is striped along Mississippi River Boulevard and it is
2 5 designated as a bicycle route, the City Council may subsequently lower the speed limit to 25
2 6 m.p.h., per section 160.263 of the MNDOT manual;

27 NOW, THEREFORE, BE IT RESOLVED, that the City Council requests the department
2 8 of Public Works to designate and sign no pazking along the bluff side of Mississippi River

The current configuration of Mississippi River Boulevard and it adjacent trails, which are utilized for a variety of
recreational and transportation uses, results in situations characterized by users as congested and hazardous. Many of
these situations are related to conflicts between bicyc�es and other users of the off-road combined trail. Complaints
related to this situation have been raised by trail users.
ADVANTAGES IF APPROVED:
A signed and striped bicycle lane will be provided along the south side of Mississippi River Boulevard, encouraging
bicyclists to use the street. The will ease congestion on the paths.

The current configuration of Mississippi River Boulevard and it adjacent trails, which are utilized for a variety of
recreational and transportation uses, results in situations characterized by users as congested and hazardous. Many of
these situations are related to conflicts between bicyc�es and other users of the off-road combined trail. Complaints
related to this situation have been raised by trail users.
ADVANTAGES IF APPROVED:
A signed and striped bicycle lane will be provided along the south side of Mississippi River Boulevard, encouraging
bicyclists to use the street. The will ease congestion on the paths.
