1 WHEREAS, Hockey and other ice sports have been a part of the fabric of Saint Paul's athletic traditions, and,
2 participa6on in ice sports especially among women's and girl's hockey, continues to grow within the City of Saint
3 Paul; and
WHEREAS, the City of Saint Paul has a vested interest in making certain that existing azenas, as well as future
sheets of ice, are well-planned and suited for today's population, standards and uses; and
6 WHEREAS, the Ramsey County Pazks Department, which has built and manages the publicly run ice rinks, has
7 studied the nuxnber of ice azenas within the County and within the City of Saint Paul and found that there is indeed
8 a shortage of ice facilities; and
9 WHEREAS, this shortage translates into a shortage of ice time and a shortage of opportunity for our youth; and

ll WHEREAS, the State Legislature, tlu�ough the 1995 "Mighty Ducks" grant program, in recognition of the
12 statewide shortage of ice facilities has initiated a grant program designed to help local communities construct
13 additional ice facilities; and
14 WHEREAS, the Saint Paul "Mighty Ducks" proposal attempts to address Saint Paul's current ice arena shortage
15 by expanding the existing county-run Highland ice azena to a two sheet facility; and
16 WIIEREAS, this proposal must involve the fmancial participation of Ramsey County, the City of Saint Paul, in
17 addition to the available "Mighty Ducks" grant funding; and
18 WHEREAS, the City of Saint Paul now has a unique opportunity to participate in a state, county and city
19 partnership to address the shortage of ice faciliries by assisting in the construction of an additional sheet of ice in
20 the City of Saint Paul.
21 WHEREAS, it is in the best interest of the t�payers of both Ramsey County and the City of Saint Paul to
22 collaborate with each other in addressing the lack of access to ice time for our youth, and to expand ice facilities
23 for boys hockey, figure skating, girls and women hockey and all other ice users across the City;,and

1 WI�REAS, approximately $1 million of uncommitted interest eatnings from Capital Improvement Bonds (CIB)
2 have been identified as being available for a possible city finaucing contribution to this arena project; and
NOW, THEREFORE, BE IT RESOLVED, the City recogui�xs the need for additional access to ice facilities and
hereby authorizes the use of $ i million of CIB interest earnings towazd construction of an additional ice sheet at
the H1ghlandfaCilityin SaintPaul. This authorization is contingent upon the project being revie
by the St. Paul LonQ RanQe Cavital Imnrovement Committee and it receivine sufficient
