BU: 10 EFFECTIVE: PROPOSED TITLE OF CLASS: ^ � — � � / ��i b VEHZCLE MECHANIC SUPERVISOR II DESCRIPTION OF WORK General Statement of Duties: Performs supervisory work managing the repair, maintenance and servicing o£ specialized heavy vehicles, equipment, trucks, and other motorized equipment; and performs additional duties as required. Suvervision Received: Works under the general guidance and direction of the division supervisor. Suoervision Exercised: Supez'vises the repair of heavy motor equipment and other vehicles, and the assigned personnel including several physically separated shop areas, different shifts, and workers with a variety of skills. TYPICAL DUTIES PERFORMED The listed examples may not include all the duties performed by all positions in this class. Directs the repair, maintenance, and servicing of a major fleet of motor vehicles ranging from heavy equipment to other motorized equipment in an effective and efficient manner. Coordinates with users/managers to determine repair priority and equipment modifications within budget constraints and existing shop capability. Supervises employees including selection, discipline, work behavior, performance management and improvement, coaching, productivity, and training. Keeps current on new technology, new maintenance management concepts, and their applicability to this operation and proposes changes that will improve the level of service. Develops comprehensive training schedules in workskills, work behaviors, and safety using external and internal sources. Develops and/or oversees the development of work schedules for both long and short term planning and work assignments. Coordinates the work of shops and different shifts. Participates in developing policies and schedules for replacement and/or modification of vehicles and equipmettt and in developing specifications to meet user requirements. KNOWT,EDGE, SKILLS AND ABILITIES Tfiorough knowledge of the current technology and concepts used in servicing, repairing, and maintaining a variety of heavy motorized equipment, trucks, and cars. Considerable knowledge of operational uses of heavy equipment, trucks, and other vehicles normally assigned to a municipal fleet. Knowledge of the principles relevant to an effective, efficient, and safe municipal vehicle fleet maintenance operation. Considerable skill in motivating people and in human relations. Considerable ability to analyze users needs and to develop maintenance, replacement, and modification involvement. Considerable ability to remain current in relevant technology and to apply it to the City's operation. Considerable ability to supervise and set work priorities, including deciding which work should be performed in the shop and which should be sent out. Considerable ability to communicate effectively with supervisors, subordinates, peers, and users/managers. (This refers to a situation where several departrnents, notably Pubiic Works, Parks, and Water, will use a single garage facility for heavy equipment repair and maintenance.) This facility will encompass several buildings and some personnel who will be working slightly differing shifts or alternative work schedules. CLASS SPECIFICATION COMPARISONS: Vehicle Mechanic Snpervisor. This class describes a first level supervisor who has some responsibilities for operations on the floor. It does not describe a position that manages a workforce through another supervisor. It does not describe a position that has responsibility for workload planning such as the proposed position wiil have. This class spec does not describe the responsibilities of the proposed position. F,�uipment Maintenance Supervisor. This class spec also describes a position that has "hands-on" responsibilities for repair of complex equipment and systems. While the proposed position will be expected to have sufficient knowiedge to have the respect of the mechanics it will be primarily a supervisory position. Moreover, the class spec specifically describes grass cutting equipment and similar �! c.-q�� responsibIlities rather than responsibility for repair of heavy equipment. This ciass spec does not describe the responsibIlities of the position in question. E ui ment Services manager. This class spec describes a position thai works in the Public Safety gazage. While some of the responsibilities may be similar, the class spec is vague and does not describe supervisory responsibilities well. This class spec does not describe the responsibilities of the proposed position. Municipal Gara,•,e Coordinator. This class spec describes a position that manages a garage complex ihat serves the entire City and several departments. The responsibilities include budgeting, responsibility for fleet management, etc. The proposed position assists with budgeting and has significant input on scheduling and establishing repair priorities but is not the manager of the facility. This class spec describes responsibilities greater than those envisioned for the position in question. Comment: The proposed class spec describes the responsibilities of the proposed position. POSITION COMPARISONS: Vehicle Mechanic Supervisor. Positions in this class do have relatively more "hands-on" responsibility and relatively less responsibility for managing the workforce than is envisioned for this class. The positions do not deal extensively with workload planning and does not nozmaliy participate in changing repair priorities whereas the proposed position will have those responsibilities. Positions in this class do not have the same level of responsibility as those proposed for the new position. Equipment Maintenance Supervisor. Positions in this class are responsible for some budgeting, specifications and other actions which are nor proposed for the position in question. Positions assigned to this class do not have the second level supervisory responsibilities that the proposed position would have. Fquioment Services mana *�er. This class spec describes a position that works in the Pubiic Safety garage. The position had to have special knowledge of pumping systems on fire equipment and other types of knowledge. These responsibilities are not proposed for the proposed position. Municipal Gara�e Coordinator. The positions assigned to this class have management responsibilities for fleet management, budgeung, and vehicle acquisition that are not contemplated at the moment for the proposed position. Comment: -� The proposed class spec describes the responsibilities of the proposed position. , � RECOMMENDATION: �L�_q�� It is recommended that a new position be established. A proposed class spec is attached. c�.�_ 9 d` � Vehicle Mechanic Supervisor II The City of Saint Paul is making substantive and cost effective changes in the way in which it manages its fleet services. These changes have added, and will continue to add, significantly to the supervisors' responsibilities at the Dale Street vehicle maintenance facility. A new supervisory position that reflects these expanded duties and responsibilities is clearly needed. We have extended the hours at this facility by creating a shift that works evening hours. We also have a situation where the maintenance activities at the Dale Street location are in several different locations. Presently this position does not have the level of responsibility commensurate with the changes being made.
