WHEREAS, the Smith Dodd Business Association, sponsor of Smith Avenue Festival
on Sunday, August 18, 1996, has submitted a request to waive the 60o consent
requirement for a block party/special event permit required by Chapter 366 of the
Legislative Code, and
WHEREAS, the Smith Dodd Business Association has stated that it is the
festivals 12th year o�`operation and it has become one of the best run, safest,
£amily oriented events, in the Twin Cities. They have collected signatures for the
three years before the waiver was granted and no one refused to sign the petition.
RESOLVED, that the Saint Paul City Council hereby waives the 60o consent
requirement for a block partyfspecial event permit for Smith Avenue Festival to be
held August 18, 1996 between the hours of 10:00 a.m. and 6:00 p.m. with the
following condition(s):
1. There shall be no alcoholic beverages served.

Smith Avenue Festival is scheduled for Sunday, August, 18, 1996 and is being sponsored
by the Smith Dodd Business Association. They have requested a waiver of petition for
the past several years. Before that they collected the signatures for 3 years and
was never refused.
