Local #633 reached an agreement in completing the May 1, 1993 through Apri130, 1995
agreement. There is one member of this bazgaining unit and he receives union benefits.
1994
The parties agreed on a 1994 base rate wage freeze. The Ciry also agreed to increase
contribution levels to some fringe benefit funds. The increase in City cost for fringe benefit funds
totated $2,318.
1995
The parties increased base wages for 1995. The City also agreed to reduce and increase
contribution leveis to some fringe benefit funds. The increase in City cost for wages and fringe
benefit funds totaled $2,753.

1994 - 1995
MEMORANDUM OF AGREEMENT
'This Memorandum of Agreement between the City of Saint Paul and the Operative
Plasterers and Cement Masons Internati Association, Local 633, is entezed into
e wage and benefit reopener described in Article 27.1
of the 1992 - 1995 Collective Bargaining Agreement between the parries. The parties
agree to amend the current agreement as follows (see attached revised Apprendices C
and D):
1. Appendix C sha11 remain the same with the exception that the May 1, 1943 rates
shall also be the Apri130, 1994 rates. This change reflects the agreement to a zero
percent (0%) wage increase for 1994.
2. AppendiY D shall be amended to reflect the following changes to fringe benefit
rates:
a) Effective Apri130, 1994, the City's contribution to the Health and Welfare
Fund sha11 be increased &om $2.30 to $2.36 per hour. Effective Apri129, 1995
this contribution shall be increased from $2.36 to $2.40 per hour.
b) Effective Apri130, 1994, the City shall contribute to a Union designated Credit
Union $.94 per hour (before tax) for all hours worked. This contribuuon will
be t�ed at a flat rate of 42.65% (28�/o Federal, 7% State, 7.65% Social
Security) before being sent to the designated Credit Union.Effective April 29„
1995, the parties agree to eliminate this fund and apply this amount to the
hourly base rate.

Effective Apri124, 1995, the City's deduction to a Savings Plan shall be
increased from $1.85 to $2.00 per hour for all hours worked.
Effective April 29, 1995, the City's contribuuon to the Apprentice Fund shall
be increased from $.02 to $.10 per hour for all hours worked.
This Memorandum shall be subject to the approval of the City Administration and the
C`ity Council.
The parties have agreed to the above amendments thisj���'day of 3anuary, 1996.

Effective Apri129, 1995 this Health and Welfaze Fund contribution will increase to
$2.46 per hour.
(2) conuibute to Part A of the Pension Fund $3.30 per hour for all hours worked by
participating employees as defined in Articles 11.3, 11.4 and 11.5 of this Agreement.
(3) deduct for a Savings Plan $1.85 per hour from which payroll deductions have been
made for all hours worked by participating employees covered by this Agreement.
Effective April 29, 1995 this Savings Plan deduction will increase to $2.00 per hour.
(4) contribute to an Apprenticeship Fund $AZ per hour for all hours worked by
participating employees as defined in Articles 11.3, ll.4 and 11.5 of this Agreement.
Effective April 29, 1995 this Apprenticeship Fund contribution will increase to $.10
per hour.
(5) contribute to Union designated Credit Union $.94 per hour (before taz) for all hours
worked. This contribution will be taxed at a flat rate of 42.65% (28% Federal, 7%
State, 7.65% Social Security} before being sent to the designated Credit Union.
Effective Apri129, 1995, the parties agree to eliminate this fund and apply this
amount to the hourly base rate.
The above contributions may be increased or decreased as long as the applicable hourly
rates in Appendix C for employees are decreased or increased by the same total amount.
All contributions made in accordance with this Appendix D shall be forwazded to
depositories as directed by the Union.
The Employer shall establish Worker's Compensation and Unemployment Compensation
programs as required by Minnesota Statutes.
Participating employees covered by this Agreement, shall not be eligible for, govemed
by, or accumulate vacation, sick leave, holiday, funeralleave, jury duty, or insurance
fringe benefits that are or may be established by C`ivil Service Rules, Council Ordinance
or Council Resolutions.
The Employer's fringe benefit obligation is limited to the contributions and/or
deductions established by this Agreement. The actuallevel of benefits provided to
employees shall be the responsibility of the Trustees of the various funds to which the
Employer has forwarded contributions and/or deductions.
