Approval of a resolution to establish the rate of pay £or two new classifications entitled:
Child Care Program Coordinator and Chi1d Care Enrichment Instructor. These two
classifications are to be used in the Smore Fun child care program in Parks and Recreation.

IN[TIATING PROBLEM, ISSOE, OPPORTUNTTY (Who, What, WAen, Where, Why):
Individuals have been performing the duties of the proposed classi£ications for several
years at the Groveland and Northwest Como Recreation Centers as contract employees (not
always full time). The City Attorney's Office and the IRS have indicated that payment by
contract is no longer an acceptable option. Consequently, Parks and Recreation has chosen
to fill these positions with certified employees. Compensation for such employees wi11
continue to be generated from fees paid by parents bringing their children to the child care
centers. The compensation of the proposed rates of pay are very similar to the compensation
paid on a contractual basis.
ADVANTAGESIFAPPROVED
The needs and concerns of the Smore Fun program in Parks & Recreation will be addressed.
DISADVANTAGESIFAPPROVED.
As compensation will be dependent on fees, the £ees will need,to be increased in proportion
to the periodic pay increases that certified employees receive.
DISADVANTAGES IF NOT APPROVED
If this resolution is not approved, Parks wi11 not have the sta£f required to maintain
effective Smore Fun child care programs at various recreation centers. These programs were
initiated by parents seeking quality and reasonably priced child care and to disrupt the
programs would cause customer dissatisfaction.

General Statement o£ Duties
Plans and facilitates enrichment activities for children in grades K-6
and assists in the development of an appropriate curricula; and performs
related duties as required.
Sunervision Received:
Works under the general supervision of a Child Care Program Coordinator
and/or a Recreation Center Director.
Supervision Exercised:
May lead Recreation Aides and/or Recreation Assistants and/or S'More Fun
staff.
TYPICAL DUTIES PERFORMED

Develops program materials.
Plans, implements and evaluates enrichment, recreation and multi-cultural
activities for the enrichment of K-6 aged children.
Supervises large group activities with these same children, including

areas such as child development, child guidance, human relations,
communications and recreational programming. Must have a current
certification by the American Red Cross in Standard First Aid and CPR.

goals and assures a fiscally sound program.
Identifies, recruits, trains, supervises and evaluates instructors for
the child care program.
Recommends a program budget, requests payment of services from parents nd
keeps an accurate account of all receipts and expenditures.
Plans, organizes, directs and publicizes the school age child care
program.
Develops and/or implements program materials.
Provides adequate and nutritious snacks appropriate to the ages and needs
of the children.

management training in areas such as staff development, program

Program Coordinator and Child Care Enrichment Tnstructor should be created for
the Smore Fun program. Copies of the class specifications aze attached for your
review. Please notify me within twenty days of receipt of this memo if you wish to
discuss these actions. If I don't hear from you within that time frame, I'll assume
agreement and proceed with the process.
The rate of pay for the Chi1d Care Program Coordinator will be established in
Grade 3 of the Professional Standard Ranges; the Child Care Enrichment
Instzuctor in Grade 1 of the same union. A resolution is being prepazed for _
Council action.
